Okay, actual question: are there any actual set treaties between villages or does that have to be determined within the roleplay? Because if it is the latter, then Iwa has no friends...and that makes Iwa sad.

Pretty much, yes.
And yeah. We're going to be doing some treaties at some point down the line in order for the storyline to continue
