Plainsfox There are more than a few skulkers around. The Asahina, Kan, Hogai, and who knows what's going on with the Phoenix. Maybe Isawa Toyoko is snagging something of Kagae's to see if he'd make a good marriage match through some sleep over ritual. D: Not Kenichi! He'd never skulk around the Crab Tent!
Totally not saying that because Kyumi's interested in him! Really!

With the whole don't talk to anyone outside of his social circle, stealing people's stuff for his own gain. ....wait. Being antisocial is considered a ninja trait? Have you taken the time to interact with Naizen? Besides, do you have any proof that Naizen did indeed steal Hogai's bow? For all we know, Naizen found a bow lying on the ground.

For all we know, Naizen found a bow lying on the ground. It is quite coincidential that naizen finds a bow as hogai loses one. Even further asking if I went out of my way to interact with someone? Hell no! Even then last time I met him I slashed him into the ground. I recognise hidden ninja armour plates anywhere.
