Anonymous_Alcoholic Dude, you hit puberty around twelve. Actually you can even hit puberty at 8 years of age. That's why I wanna keep him in his toddler years, because even children can hit puberty.

Well, Xzaro, You can start your character at any age as a rogue but think about the amount of years your character would have trained along with the physical advantages a human has in his prime years (18-30). Also, I recommend your character be old enough to speak and walk...

Well that's why in the character description it says that the only reason he was chosen for the akatsuki was the fact that he has a special bloodline and the spirit of a legendary shinobi resides with him.
That legendary shinobi is 19 years old, so when Jio's seal breaks he will appear. Think of it like this: Naruto was chosen for some high ranked missions because of his demon fox within him. Jio is basically a container, except that instead of a demon it's a strong shinobi. Basically you can say, the akatsuki character is Xzaro, but he will not appear. In his place you see a little kid. Opponents will underestimate the little kid and he can break his seal and Xzaro will appear. Get it?
Imagine if the akatsuki had Pein in their team...except that his spirit was placed inside Konohamaru. This is basically it. The akatsuki would ask Konohamaru to join not because of his reputation or anything but because of the reputation of Pein. I mean, it's a fun character to roleplay with wouldn't you agree? In a way Jio will be able to understand how jinchurikees feel. He might lose control of the ninja within him and lose himself or he might find a way to control this ninja within him and hurt akatsuki depending on the story.
