Not that I don't like cupcakes and cookies (or miniskirts) but think of the immense responsibility and time that will go into being leader of the Holy Order, Kirigakure, Jinchuuriki, and leader of the guild. Perhaps you should let someone else take the role, with all due respect, leader.

I've decided I'm going to be active in this guild. Here are my character concepts. I posted them here so I don't forget later on and so people can advise me where I have to place limits.:
-Akatsuki member
Age: 3 (Well you did say I had to start low rank right?)
Personalty: Insane, bipolar, split personality
Looks like: Jio Freed from 666 Satan
Weapon/Special bloodline: Chakram and sword/ and custom bloodline
Description: (For now his name is Jio)
Jio has two sides to him. The only reason he was chosen to join the Akatsuki at such an early age is the bloodline he posesses and the fact that the spirit of a legendary shinobi resides within him. (Lanfaer you should know it's gonna be Xzaro and the ashigan) Jio's body seems to be split in half as well, with each side of his face being a different color, (i.e. hair is half black and half white, and eyes half blue and half red) He is for the most part, weak and more of a support-type ninja..although in battle he is surprisingly good at avoiding attacks. He has little speech capability due to his age and so he speaks in third person and quotes the person he is speaking to. Jio's personality fluctuates as he speaks and so it is difficult to understand his true intentions unless with a partner with a special bloodline to read minds/see chakra flow. If Jio is made happy enough his body can change into a fully controlled version of himself, with black hair and red eyes. He is more powerful in this form and can use his bloodline and jutsu surprisingly well. But if he is angered/saddened then the spirit of the man within him is unleashed. The man has his own set of abilities as well. In general, Jio is a useless fighter but if his mood is changed one way or another his power can rival the strongest of opponents. Each extreme has its own set of weaknesses/strengths so it is not always best to go one way...
If you're wondering, It's a fuuinjutsu that's placing Xzaro inside Jio. I am wondering though, if I have to make a separate profile for Xzaro or if I cna write Xzaro's jutsus in Jio's profile and just slash them out and say "can only be released when seal is broken" or something.

Personalty: Cool-headed, fun, rebellious
Looks like: Ball from 666 Satan
Weapon/Special bloodline: Ax/ The Ranton bloodline (lightning/water elemental though idk if this is considered a bloodline in this guild)
Description: (For now his name's Ball and his nickname Biggie Ballz XD )
His rhymes flow like the water jutsus he uses and like his name suggests, he got big balls to do the stuff he does. Always challenges the power. A true gangster. Ball speaks in rhyme because he's perfecting his rap for when he becomes a rapper one day and so he prefers others call him by his rapping name. He likes a fight and often challenges others for control of "the turf." He has a past of robbery and killing however so the fact that he is calm just means he's hiding his pain. When he gets ticked off he unleashes his raw potential. Although he doesn't use a gun, his ranton chakra allows him to form his chakra like a beam, using the ax as a baseball bat/conductor if necessary.

And if you want Lan, I can be Mizukage. I'll make a female with the Kaguya clan and obviously water jutsu. Though if it's not allowed because of the two characters limit then fine, I just wanted a little more power/influence in the guild.

Well he does have two OC's. One just has two personalities. However, three is a bit extreme don't you think so? Low, but not Preschool, ABC's low.

I usually have four characters in a guild, I just thought that maybe since you people lack a Mizukage I could help out and make character to bring up activity.
I've always failed to see the purpose in character limits because in times of inactivity if an extra character is needed then one can be made. Guild law or not, you guys keep having spots like kage needing to be filled, and spots like these can't be given out to a person just because they haven't reached their two character limit.
But fine, whatever. I just thought I would be doing a favor. I was willing to kill my character off once someone else could get the spot. If you keep a village without a kage for too long, it usually becomes inactive.

Tonight is the night we become great!The Stars will show us the way! For the record, Kirigakure has been the most active village in the guild, and as such, you shouldn't generalize. In fact, Kirigakure and Konoha have remained active for the most part, despite dips in activity.
I care not for how many OCs you usually use, for our captain promised the creator we would follow the guild laws established. As vice captain, I have essentially given the very same word to follow such bylaws and make no exceptions, be it the captain himself, or a regular member like you.
I appreciate your consideration and whatnot, it just can't happen. Tonight is the night we become Great! The Stars are what gave us away!

A leaderless village does not guarantee its fall. As long there are people posting, even if it is simple acts, the village will continue. There is so much that can be done in the world of roleplay.
