You may have been reading article 24a, which states that: Under the condition that (Toki) is to do something that, upon the consensus of the majority of the band, is considered a) non-metal or b) not fitting with the band's image, that he may be temporarily be verbally abused and/or ignored for the period of up to (3) weeks in total.
If Toki does something un-metal, you can make fun of him for about a month.
