slightly different than a standard druid, but yes... Shifter druids are in the Player's handbook of Eberron, And the variant found in Unearthed arcana

You can start at any level up to 3 and starting gold was discussed at some point around page 9. If you choose a lower level you get less starting money. I am allowing any non-psionic SRD class and some homebrewed stuff as well. For the homebrew submit them to me before rolling the character. I am more likely than not to turn down a homebrew class by verture of me never having playtested it and anything I approve is likely to be lower tier than most SRD classes.
