Okay, I can definitely give you my opinion.
The first thing I would alter are the curtains. Choose a fabric that's pretty, and light in colour. White eyelet, or a pink fabric that matches your sheets and blanket would probably be best. If your windows have curtain rods, you can attach ribbons to the tops of your curtains, to hang them. It's a little bit prettier than just plain curtains.
Another big thing you can do it repaint or replace your bedframe. Again, white or pale pink are good colours. You should be able to find suitable spray paint in a hardware store for not too much money. I think it runs about $3 to $5 a can.
A BIG change is your walls. It looks like they've been patched, and someone started to repaint them. If you have the time and desire, painting them all one colour will help. White is the safest colour, but if you like something else better, and your parents agree (I assume you live with your parents) go for it. That green doesn't look too bad, but I don't know how it would work for an entire room. If you like, once your room is repainted, you can stencil a floral border around it, to add a little more decoration.
If you want to replace any of your furniture, try looking at thrift stores, estate sales, and yard sales to find old, pretty pieces that aren't necessarily so expensive. Unpainted wood is probably best, and a chair is a good place to start, since, after your bed, it's the thing that looks most out of place in your room.
Unless you have a lot of money and time, I would leave your carpet alone. If you find a cute area rug, you could put it on top of the main carpet, but replacing carpet is a lot of work, and not cheap.
Use any or all of the suggestions, if they seem helpful to you. If you want more help with anything in particular, such as sewing things, or get an idea but don't know how to accomplish it, post here some more.

Well I may as not well bother with some of that as in janurary I will be moving into a newly built room(I can show photos if you like) and its twice the size. I will be getting a new bed (queen yay!) of my choice (help!). Sorry I forgot to mention that sweatdrop But with my chair I was thinking about making a cover and cushion for it? and im not sure what I should do about my TV Cabinet... I wanna get rid of it but I have no where for the tv. Do you have any suggestions? Thank you very much for your help

Can you get a small table, like the kind you stick next to a bed, and put the TV on top of that? For the chair, you could get a cushion from a sewing store, and make a cover for it, but I do think it would be a good idea to get a wooden chair.
How did you manage to get a new room? I'd love to see pictures.
What are your choices for a new bed?

I'd love to see pictures. What are your choices for a new bed? Because my stepmother had a baby with my father and now the baby needs her own room. Ill look for a wooden chair. Bed? That's a nice bed. Do you live fulltime with your dad? I'm just curious, because it would be a lot of work to decorate two rooms, it seems, if you live there and somewhere else.
My room just got a bit creepier lately, since I"ve been going through my old photography portfolio, and putting the pictures back up on my wall. Before I went to college, I had a larger room, but I switched with my younger brother, so he could have a nice room, since I wasn't going to be around (my college was across the country.) I've transferred to a college back home, so I'm finally decorating my room and making it feel like home. I'd put that off, since I'd hoped to move out, and work while going to school, but I don't think it's a very good idea at the moment.

I just like how the cards go from extremely pale to very dark, all in the same colour. hahahaha yeah its fun. I dont get to choose but the walls are a cream colour, carpets a chocolate (unlike my current room which actually has a really nice wooden floor underneath) and kind of a deep purple colour curtains (not made yet but im stuck with until I get a job)
