I would suggest the marvel rpg system since it would allow for this type of variation.
Though I don't know what my person would be.

No. That's why I would be collecting Tekteks at the start. Although, I might give you upgrades during the course of the campaign. For some reason, I think of Penguin from Batman. No offense ^u^
