First off, if you want to CC as a wizard, you want a higher int mod than 1. con is nice to have, but I'd put the 12 in cha, 14 in con, and 15 in int. that would work well as a ranger/wizard combo.
Prestige classes are just what the name implies, a class with some amount of prestige. You must meet certain criteria to become one, from alignment, skill points, feats, class abilities, to certian social requirements, such as contacting a member of the group. They all grant abilities far beyond what the normal classes could get you. For example, the Arch-Mage, a common prestige class chosen by wizards and sorcerers, gets a choice each level to gain the ability to convert prepared spells/slots into powerful blasts of energy, change any spells element type (frostball, chain fire), or change a spells area descriptor (i.e. fireball as a ray, magic missile as a blast). No prestige class is a full 20 level class, in fact none offer more than 10 levels. However, I would recommend you pick one, as all that you gain with bonus levels of ranger and wizard after level 4 is more attacks, better saves and more spells, all of which are given out in different ammounts based on a prestige classe's play style (fighter types get high hit die, high fort saves, and high attack bonuses, while finger-wagglers get low hit die, high will saves, low attack bonuses, but often get access to spells as a base class would at the same rate, or slightly slower than normal, based on the power of the classes abilities (powerful caster based ones get slower spell gain, but is often worth it.))
With your skills, if you pick Wizard ever, you want Knowledge (Arcana), Spellcraft, and Concentration. Rangers, being a mobile class, could pick the movement skills if they want, but the needed ones are handle animal, ride in your case, survival, mabey spot, search, listen, move silently, or hide as filler. Climb, swim, tumble, and balance are nice to have a few points in, but the checks are almost never above 15, and that only rarely.
What you are thinking of as an apprentice wizard is allowed, but I think that all that does is give you access to the skills and 1 cantrip a day, not hte extra HD, saves, attack bonus, or the spells per day of a first level wizard.
And if you do use leather armor, there is a 10% chance that ANY spell you cast will automatically fail, and you still lose the prepared spell you tried to cast.
