Hmmm, it seems doable. The pool appears to have formed over time from boulders and rocks which have tumbled down and blocked what appears to be a natural gorge beneath the falls.

But even as he works, he begins to realize he should probably examine the rest of the mountain side just below the falls. Dragons normally live in solitary caves all over the valley and even though he had yet to see one, it didn't mean there wasn't one there.

*Unfortunately...this realization comes just as a fountain of water sprays out from where he was working, drenching any who were flying there...and it soon grows as it erodes the softer rocks, pulling the smaller ones out of the way*

Silveria flies up away from the mountain in a panic, circling the rapidly growing disaster, scanning the ground below for signs of habitation.

Silveria realizes the true danger lies not up here in the mountain but down below in the valley and darts off at an incredible speed, trumpeting a warning as she flies.

*Finally, Luciel loses all control, and the water gushes out, carrying all the rocks...plus a small dragon...with them as they fall down towards the valley*

But before he gets completely washed away, he finds himself plucked from the torrent and lifted to safety, but a frantic red dragon and her copper haired rider.
"C'le! Are ye alright!" cries Igniska easing him down away from the rushing water. Coriander slips from her back and rushes to his side, struggling to lift his head up to make sure he can breathe.

*I scratched at some rocks, to empty a pool...there's a huge carving down there...but I can't see it....when I realized where the water came out, I couldn't stop it....*
