If I recall correctly that has something to do with the American Civil War?
It was Sherman's fateful march in which he destroyed the infrastructure of the areas he traveled (total war).
Incidentally, it can easily be considered linchpin of the Union strategy for the Civil War. The Civil War happened because the North and the South never got along, with the North basically bullying the South for a century. The South eventually got too fed up with it, and left.
The North couldn't allow this, so they had to get the South back. However, they couldn't have the South come back with the same attitude. Because of this, they had to radically change the South's mindset. To do this, they had to crush the South, hence the total war.
It is similar to the military's creed, "You have to break them down so you can build them back up."
