One of the few aspects of the criminal world that the captain did not have a grasp of were the use of advanced technologies for terrorism or other purposes. "We must be vigilant and careful with this technology until we're back on the ground. The Kokurai were surely not the only ones." There were many new internal security threats involved in this sky village scheme despite the foreign security benefits. Kenshin was pleasantly surprised to hear Toso's off for a title rank increase. It was true that the twins never selected anyone for that prestigious title and that Kenshin would possibly be the inaugural holder. His mouth gaped open slightly as the Arashikage spoke. The CORE Commander was unsure if the man of mercy even appreciated him being an advisor brought over from the previous kageship. "I'd be deeply honored, sir." There were still preparations to make and tasks to undertake before such a title would be conferred, but Kenshin felt assured. Kenshin had been working toward this ultimate status for a long time and was pleased that Toso appreciated his diligence. "I doubt that. There's much to do and no time for foolishness." Kenshin responded to Toso's remark about human in a deadpan tone. He then took his leave and stepped out of the dimension and back into the office. He approached Ada first after grabbing a piece of paper and a pen. A series of numbers were written on the page before he folded it and handed it to her. "This is the code for the police radio and the captain's code. Use these numbers with your communication devices if you need to coordinate with me or other members of law enforcement while you're here." With that he nodded to her and waved for Hajime and Freya to follow him out of the office and toward the location of their mission.

Selina did not need her powers of empathy to see the sharp spike in emotion radiate from Kameyo. She felt bad, but she had to do what she felt was right. Kameyo was insulted, but she also said some insulting things. As much as she didn't want to point it out to her new friend, Kameyo was in the wrong during that exchange. Her and Kameyo made a mess when they went on their ordeal, and she also knew that Kenshin deep down was worried about the lasting consequences of it all. Selina decided that the best course of action was to let Kameyo calm down on her own. She followed behind with the Arashikage, and while walking she tried to figure out what could possibly be done to draw in the robot. At the moment neither Selina nor Kameyo knew what the intended purposes of the robot was, so she needed to think really hard in order to figure out what could attract it.

Hiroki trudged back into the office building with a big yawn, wandering off down a hall and finding a storage closet to duck into and take a nap. He wasn't really inconspicuous about it, and his katana still clanked around like something was wrong with it. Seemed likely, honestly.
Shiro, would, in short crack the door open momentarily. He'd address his royal guard. He'd inform them that it was very much likely he was going to remain in a prolonged meeting period with the kage. Business stuff and what not...really it was all just a mean of getting his head straight with all the info he'd just be given. He'd ask for a coffee to which he'd recieve. Ada was given a dismissal but to remain vigiliant and keep her communication channels open and to return to him immediately should it come to be neccessary. With that and coffee in hand Shiro and Toso would continue delegations. More so. Impending war delegations.
__ Ada and X would quickly turn from their post to salute the Emperor and acknowledged his dismissal of their post. The other guards in the area would surely be more than enough even though it was unlikely that any harm could come to Shiro. This was just their job, after all. "Come, X. Let's try to assist Captain Kosei and the others in the meantime." The automaton nodded in agreement and readied the radio they had received before the Police Captain's departure. He handed it over to Ada who would use it to make contact with the Captain's Code on her way out the Spire, "This is Royal Guard Ada Rio-Kyuri, requesting permission from Captain Kosei to assist however I can." It had been a little while since she'd been involved in this kind of business, but the protocols were still practically reflexive to her even now. 'Hopefully that did not interrupt anything...' She thought to herself, remembering that they were tracking a serial killer of some sort. It would be unfortunate if a radio call threw their plans off at all.

__ Kenshin would lead Ada and X into the Spire. He stepped up the stairs and entered the Arashikage's office before sitting and diligently writing his report. Freya Uchiha would be in the CORE Compound completing the same report for CORE's benefit. Once that was completed, he entered the meeting room respectfully. The CORE Commander bowed deeply before them both before speaking. The report file was slid across the table to Toso as Ada and X would likely enter behind him. "The Kunoichi Killer was not going to be taken alive so it ended in an early execution. Freya Uchiha's performance on this mission was exemplary. Her elite CORE training has shown promise in her and I believe that she's ready for Chuunin advancement." A promotion recommendation from Kenshin had weight as it was not easy to surpass his expectations. "Every detail is in the report. The Killer's true identity was...easy to discern when she assaulted Officer Uchiha and her surgical modifications started peeling away." With that, Kenshin would stand resolutely in expectation of his own advancement.

"Pardon." Shiro and Toso would be reviewing a three dimensional map of the surrounding area coffee having been in constant re-supply. Another end showed what appeared to be what looked like business jargon about trade routes and things marked 'safe zones' additionally with further lines of ink drawn in the air that seemed to be linking one pathway to other pathways and one idea to other ideas. Various numbers and shapes made each to represent different things, different people, etc. Of course the apprancy that the real Toso was not present as this was still clearly a clone in all sense of the word still. It begged the question what was he doing? The last he had been seen was with that rogue girl heading somewhere.
That said the clone would receive the report with a smile and then a half-frown. "Ah unfortunate. Well, not all criminals can be taken in alive. Especially when they threaten the lives of others in the immediate premises bloop. Such is life I suppose." He'd place the report in a long line of reports. Before looking behind him at what seemed like a Shiro trying to make sense of one of the many wildly connecting lines in the room. "I'd like to give you a more celebratory promotion for something like this bloop but I'm afraid it will have to remain rather plain and uneventful given the circumstances." The clone would quickly now move towards his desk and begin opening drawer doors until he eventually found what it was he was looking for. A stamp. Then looking through some documents a file would be found. A copy of Kenshin's dossier. In one rather concise professional manner. The stamp, one which had yet to have been used would receive its first coat of ink. Then with one fine knock, the dossier was officiated with a new title. Sannin. Another copy was used for file purposes.
Toso would then hand Kenshin his copy. "I realize this must be incredibly underwhelming perhaps I can see if Ms.Rosewater can hold some form of festivity for you. What with her companies recent acquisition. After all, not even I have had my coronation ceremony. Perhaps we can make it a 'promotion' festival yes? bloop. Once everything is said and done of course." That being said Toso would rather plainly return to the meeting room only before saying one thing as his hand touched the handle. "I haven't heard from Mr.Karna in a while. There's also a boy who I'm curious how his mission went when it came to escorting a new member of the village forces around. He may be somewhere. If you could do me the favor and see what's become of them I'd appreciate it. When done or if you'd rather focus on the war efforts I'd like you to decide on who you want amongst your forces and whether you desire to be the ground unit or remain here. Although, I have a feeling I know which you prefer bloop. Thank you for your service. You're welcome to continue accompanying Officer Kosei Ms.Rio-Kyrui or return to the emperor's side whichever you feel most fitting." With this Toso's clone returned to the meeting room.

__ Ada followed Kenshin back to the Spire. She detoured for a moment to get an update from one of the other royal guard then would join APD Captain and the Arashikage in the office. X remained nearby, as he usually did. Ada joined the scene just in time to witness a monumental stamping of Kenshin's dossier, officiating his promotion to the highest ranked honor available to shinobi, short of Kage. "Congratulation, Captain Kosei. I've no doubt that your advancement was well-earned." She offered her praise right before Toso mentioned wanting to do more to commemorate the event. The prospect of a promotion festival sounded quite enjoyable to her, but she'd not speak more out of turn than she already had. When the Arashikage's attention shifted in her direction she stood more at attention to hear his offer. Her eyes shifted to the Emperor who seemed to still be enjoying his time in talks with the village's leader then to the newly appointed Sannin. Finally, she looked back to Toso and replied, "I trust the other royal guard to keep our Emperor safe in my prolonged absence. If I may, I'd like to continue helping around your village, Arashikage-sama, until my other duties require my attention." She knew not what Kenshin planned to do next after this, but the notion of catching up with Selina did strike Ada as quite tempting. X had no particular opinion on these matters, but he did understand that he'd just witnessed a notable moment in Arashigakure's history.

__ Kenshin expected the title advancement but was no less honored by it. His face actually displayed a slight sense not of pride but of relief. This was a moment that he was working in tireless pursuit of across the years. He also felt a notable sense of distinguishment and legitimacy from the acknowledgment of his endlessly loyal service. Kenshin did feel a pang of disappointment, however, that Jay was not around to see his promotion. He expected that Jay would someday give him the title himself but fate had other plans. He was equally honored to be given this esteem from Toso because Toso had more than proven himself in the highest political leadership role. However, there was still some sentimentality in the notion of Jay and Jeon witnessing this. Kenshin also understood that the moment was too somber for an exuberant ceremony. "Serving as the first Sannin of Arashigakure will be the greatest honor of my life. Thank you, Lord Arashikage." He bowed deeply in recognition of his leader and was intent on serving him and the village with excellence. When he stood fully again, Ada spoke up to congratulate him and he felt his heart jump and instinctually gulped. When Toso mentioned the possibility of a celebration Kenshin politely shook his head. "Sir, I don't think a ceremony is necessary. I'm not a juggler who requires applause. I'll serve silently and surely as I always have." The captain never openly celebrated any advancements because it felt cheapening to him. If others decided to hold festivities for him then he would graciously attend, but it was not an expectation of his. When Toso addressed Ada, he was immensely impressed with her response. Serving this village was in no way a requirement of her station and she was gladly going beyond the call of her duty. After she spoke, he would chime in regarding the preparations for the dreaded Kogarashi attack so close on the horizon. "I'll be leading the forces on the front lines. I'll find Karna because I need him to assist me in leadership. If his grace agrees then there's a certain highly capable royal guardswoman that I'd like there." Kenshin spoke of Ada of course as he looked at her briefly. He knew from experience that she is a powerful combatant. "Shion would be helpful in the fight and that medic Kagerou will be necessary." The sage thought more before finishing his request for the front line forces. "Selina is probably at about Jonin level skill or more at this point and then my student Kojiro could serve valiantly as well. Those are my requests for the task force." In the end, Kenshin, Belamos, Ada, Shion, Kagerou, Selina, and Kojiro would make a strong front line force in unity while the kage himself and some others could stay and guard the real village in the unlikely event of Kogarashi finding it. "I will not rest until Kogarashi is completely vanquished." His narrowed his intense focus on Toso. Although he seemed supremely confident, he fully expected that this was likely his final mission. This was why he was relieved to have achieved the Sannin title before that possibility. Kenshin was a remarkable warrior but the idea of facing the genjutsu master leader of Kogarashi or the other member with the three most powerful dojutsu and a demon gave him pause. That rogue was able to dispatch of Belamos with frighteningly little difficulty. Kenshin was more than prepared for such a sacrifice, however. "Your leadership has raised us to the light and I've got no doubt that you'll lead us through this darkness as well." This was Kenshin's vote of confidence for Toso's capabilities just before he left to rejoin the meeting. When he left their presence, Kenshin turned around to focus fully on Ada. "Your outstanding leadership of me and the others through Seizan gave me a model for rising to this, thank you. That was dutiful bravery that I'll never forget." Ada was Kenshin's first mission leader and he has had a deep respect for her ever since. His words were unsoft but sincere in gratitude and respect for the woman who stood before him. There were few comrades that Kenshin esteemed as much as Ada Rio-Kyuri. Before he could bow to Ada, the sage felt an incredible presence of natural energy. The hairs on his forearms stood up in shock of this awareness. There was some incredibly powerful force of nature that was calling him that could not articulate. "I have to go. You should go find Selina." His words were oddly brief as he looked away from her and toward the horizon. He was certain that Selina would want to spend time with Ada hence his suggestion. Kenshin left the office and the building with urgency, he had to see what was transpiring.

__ Ada fell silent to hear Kenshin's brief address in accepting his prestigious advancement as a Sannin. As any would expect, the man wasn't exactly keen on the idea of being paraded for work he did without need of recognition. Truth be told, she admired him for that but knew that such modesty was not her cup of tea. Ada had always been the time to seek praise for her achievements- not for the whimsical sake of attention but literally only for the sake of recognition of her abilities. Granted, she too wouldn't expect any huge amounts of honors for her efforts. Even something as simple as the back and forth between the Arashikage and Kenshin would suffice for her. This small bit of inner conflict was scattered as she was suddenly brought to awareness of some kind of large fight being anticipated with a group called Kogarashi. There had been whispers of a rogue organization that had taken root in Gimangakure, but she knew little more about them than such. As tempting as it was to offer herself to fight the threat, it was ultimately up to Shiro if she could change her priorities so drastically to be on a front line task force.
She managed to keep her respectful silence up until Kenshin more directly addressed her shortly before departing so abruptly. The somberness in his declaration to vanquish Kogarashi clearly led him to this train of thought. It was strange to her, that she literally just finished thinking about how she appreciated recognition but for some reason Kenshin's thanks and praise incited a warmth in her unlike any other experience. "I'm honored to have led you and the others back then, and even more so that it so inspiring. You've come a long way." She nodded, inwardly realizing that her own passion for growth may have stagnated slightly compared to several years ago. In earning her place as the Emperor's royal guard, Ada had less reason to push her limits more than necessary. Now she was here, witnessing Kenshin's growth in full and comparing it to her own. "I think I'll do that..." Her voice trailed after Kenshin as he left the room. "Please excuse me." She bowed to the Arashikage and Emperor then departed as well. X, of course, was not far behind on the way out.

Hiroki finally extricated himself from the closet after a bit of a nap and went and plopped down in a chair in the lobby. "Hiro the Zero reporting for reassignment." He barked to no one in particular.
SHIONxxxxxMORI In the lobby door, past the receptionist, up the stairs, and into the Kage's office. This was the direct, bee-line route Shion took. The receptionist, should she even try to stop her, would be met with a scoff followed by the classic cold shoulder. With Toso being the new kage, and the two of them being close friends, this gave Shion a degree of informality and sense that she could actually break rules and get away with it... at least she thought this. Whether or not it was true, as we all know, did not matter in the least. Shion had nothing wrong with rules, at least not with the important ones, but waiting rooms and lines were not important rules... at least not to her. Once she had reached the office, Shion pushed open the door and waltzed right in as though it were her own, letting the door clatter behind her. The soft murmur of distant voices called out from the side room, a clear sign the kage was busy. Rather than barge in on a meeting, Shion sat in one of the chairs in front of the kage's desk, kicking back and balancing on its hind legs with her feet on the edge of the desk, and waited for their meeting to be done. It's not like she was rude or anything... at least not that she could tell.
"Maybe I should go back to the temble for a bout of mining bloop?" He'd avoided it long enough it was time to return to his place of business. An interdimensional door opened in the room outside the office and out came the squid man dapper n all talking to himself as if trying to find any other reason not to be there. As soon as the door closed. What sounded like a somber sigh occurred. Caught by this Toso turned around to see Cerno handing him something. "What this?" Taking it the squid would discover it an envelope in which he opened only to be sigh himself understandingly. "Ah...bloop. No I understand. Thank-you for aiding me with everything up til this point." fact of the matter was Cerno's connections and loyalties were with the twin kage not Toso. What she had handed him was her resignation as a receptionist to return to the field. It was also more than likely due to her relationship with the twin kage family she was readying herself from something far more difficult than a war.
An exclamation mark realizing someone else was in the room with him as his former receptionist left. Well at least this was something to distract himself from the current mood. "Ah, young Hiroki was it? I see lady Maeko isn't in your presence. I assume all went well bloop. Have you anything to report in regards to what I've requested of you bloop? BlOops. I suppose we should take this discussion to the office. Come hither, I'm certain you've that report raring to go with good news yes?" Toso would talk and walk at the same trying to distract himself from the recent news he was given. Only to enter his office to see Shion with her feet on the mahogany desk. Trying not to act phased he'd walk to his desk calmly to sit down. With Shion's shoes obscuring her face from his position an odd sensation overcame him...a sudden thought of..relish? That thought led into another string of words. "I see your dogs must be killing you bloop. Welcome back Shion-nee. Glad you were able to return without complications bloop. I see that there doesn't seem to be anyone or any verbal report of anyone recently taken into custody. So I assume you accomplished what you were tasked to do bloop?" So far with this line of logic Toso assumed that unfortunately, death had to be wrought.

So, just as you think it's coming up Squad Shion, our forward scout is almost cut off. So we go in and wouldn't you have it... some punk in UHV armor is just chilling there. So turns out the reports were right. We engage what we THINK is our target and all get separated after a brief fight. I took care of my assailant, Kagerou hers, and Yuno as well... in her own way, i guess. Well, we get to the main boss-dude and turns out he's already killed the UHV we were sent there to dispatch. Instead he's running some new organization of weirdos and is using the dead UHV nerds to incubate these lethal super-bugs. So, at this point it gets a little messy, so I'll spare you the unneeded details, but at the end of it all, they threatened to destroy the lightning country, we convinced them to leave, and now they're just... out there. Not by my choice mind you, but we were clearly outmatched and I wasn't gonna drag the kid into a fight we cant win." She seemed real close to their leader and very opposed to fighting their group... in fact, she revived the group member I had killed. It doesn't sit right with me."
