Rue is a colored girl, yes. But if you read the description the video maker posted with the video, it says that she knows Rue is supposed to be colored, but she wanted to show off Savanna's (girl in short film) acting. The beginning of the fan-made film cannot be Glimmer stabbing someone, as Glimmer is supposed to be dead at this time. If you remember, the beehive was dropped on the Career pack, before Rue was killed. I think that is supposed to be Clove stabbing an unknown tribute, but not completely sure.
EDIT: The credits say it's Glimmer, but there's a note bubble that says "Ok, so it's not really Glimmer." I don't know what to make of that, besides the fact that she just needed a name for the girl and she didn't realize Glimmer is supposed to be dead.
