the man is right, the child wrong, because you don't say "he comes" you say "he's coming" due to the sentient quality of "he" vs. the inanimate quality of "it"?

1) The man is not correct
2) You can in fact say "Here he comes, when speaking of something that, while not male, has masculine properties.
