Why are so many of you confused?
If someone has a mind to steal something, they're going to take what they can.
What's a wheel or two when you can have a frame? Besides, you have some wheels back at the shop where your uncle Peaches is making corn bread.

While I do think it is stupid, I can almost understand the crooks mentality. A frame will still make money. Wheels can be easily replaced.
