Of course, one should also have an idea on what to draw.

For one patience, practice, imagination/creativity, and a strong determination to keep improving. Thick skin is good to have in the art world too, if you try do go in deep.

Rageface Nighsongbyrd I think an artist needs to have the ability to put their ideas, or an idea onto paper. It doesn't matter if no one likes it, as long as the idea is down. The skill set must be whatever they want it to be, because art is subjective. It all depends on who the artist is.
I believe it is important to get your idea on paper, but its also important to know how to. I don't believe by putting a stick-figure on a piece of paper, you've created art. It depends on how you define it.
As I said, art is subjective. You can't tell a person what is and isn't art. I've thought about this topic for awhile, and it doesn't have to just be on paper. As long as they can express themselves, they're an artist and can make art.
