Assalamua'laikum w.b.t.. As for me, I never celebrate Halloween, and I only celebrate it in Gaia :3 But never dressed up, so I don't think I celebrate it at all, just wishing peoples who celebrate it :3
I don't really know if it is okay for Muslims to celebrate it either, of course, even action, action speaks words, right? I remembered ever read a story about this when I was still a kid.
While Rasulullah S.A.W. is traveling with his friends, some of them run to a big tree where they always worship the tree before they come to Islam. They ask Rasulullah S.A.W. if they could perform the worship action, and Rasulullah S.A.W. disallowed them.
If you heard the story, you should get better explanation, my memory is kinda dull : ( I don't remember if it is a hadith or a story, coz' it is a long time ago I read it. Sorry about it sweatdrop

My college had a Halloween party, which is also my first Halloween party, and first time "celebrating" it. So I was not prepared and dress casually.
So whatever, I don't care anymore. My friends even Muslims have their own costumes. The party is just like... I don't know. Lol.
We had it in the college main block. People gather around and dress up. It's like having a cosplay party or cosplay competition. And this one guy, my friend, and he's Iranian, Muslim. He dress up as a terrorist, lol. Everyone was like "take picture, take picture!" -_- I am so envy with my friends. I was not prepared, AT ALL!
But I was there like 15 minutes to see people dress up here and there. Dayum! They cosplay very well. Spooky but fun. And walking around the mall, I walk with my friends, and one of us wearing a mask that looks like from the Scary Movie. But he added a tongue on it. People pass through was like staring at him. I would rofl on the floor, but then... It's the mall. =P So I just laugh inside.
We basically didn't celebrate it, somewhat like, having a cosplay party, with competition.

Wa`alaykumu sSalämu waRahmatu (A)llâhi waBarakätuh.
One night, after finishing a late night organic chemistry lab, I decided to take a shortcut to my apartment building. The cold, dry autumn Mid-Atlantic wind howled loudly... and... well... nothing happened. I just walked back home, and went to bed after al-`ishä'.
Last year I was Disaffected Senior College Student Man. biggrin The year before, as in most other years, I was Comfortable Man.
This year, I'm going trick-or-treating... in my own kitchen... as Recent Graduate Man!
It's just my way for saying I don't care much for Halloween.

I don't think anyone actually "celebrates" the real meaning of Halloween. Most people just dress up in costumes and go trick or treating. Or have a party. I think it's fine. I mean it's just for fun. I doubt anyone takes Halloween seriously...

Assalamualaykum, well I can't comment on that story or Hadeeth that you have said there, because I myself have never come across such a story, so I am not sure if it is true or not, but surely Shirk i.e. worshiping any deity other than Allah (swt) is the greatest sin, and obviously Prophet Muhammad (saw) would never allow it by any means when his core purpose was to convey the message of Islam to worship God Almighty Alone without any partners on His terms, Alhamdulillah. About Halloween, it is of pagan origins and no we are not allowed to celebrate holidays of other religions that is not Islamic, e.g. Christmas.
