That's just a temperament thing. For the first three or so months of her life, my younger niece was unhappy unless someone was holding her or she was sleeping. Her mom used the baby carrier a lot more with her than she ever did with her sister. On the flip side, she is a much happier baby than her sister was. She only ever screams if she needs something specific like food, a diaper change, help moving gas, or help falling asleep. Her sister, on the other hand, was an extremely temperamental baby and screamed over all kinds of things, including waking up, meeting someone new, people laughing too loud, being fed too slowly, and the list goes on.

Anna has grown out of constantly needing to be held, and is happy to play on the floor or in her saucer as long as her sister isn't terrorizing her. She's 8 months old now, but she was pretty relaxed over christmas -- she would only fuss about her parents leaving the room if she was tired, and then she fussed over ANYONE leaving the room.

You really can't spoil a baby -- it's vital to their development that you help them feel secure and well loved, or they can develop some cognitive and emotional problems when they get a bit older.

A really important/good thing that you can do to help build his confidence is to play peek-a-boo, believe it or not. He's young enough that if he can't see something, he thinks it ceased to exist. Peek-a-boo teaches him that when you vanish, you will return and he's not alone forever. That will help him be okay with you leaving the room much sooner.
