Hmmm. Are you going to plan to get one dress, or more things? I think it would be best if you got skirts and blouses and stuff, since it'll be easier to mix and match different outfits rather just having one dress and that's it. But if you're just going to get one dress, then that's your decision. Just throwing the thought out therefor you.

I have to agree with Amani. If you have read the Lolita Handbook there it suggests that if you want to stretch your money out to it's fullest potential (and this is very important for beginners who have a low budget) then it's better to buy separate pieces since you can mix and match it for a more versatile wardrobe. Buying just a dress means you'll be wearing it over and over again which can wear it out. Even if you don't like blouses, it is necessary staple for a Lolita wardrobe since you won't always be wearing OP (or at least most people don't). If you want the most from your money buy separates.
It did not sound like she's against blouses in general. I read it as that she did not like the blouses that Anna House offered. (I'm not thrilled with their selection, either)
Buying separates may help to add versatility to a wardrobe, and allow someone to get more for their money, but I don't think that it's really needed that you start off with separates. If she prefers the idea of a dress, then she should buy a dress. Versatility in a wardrobe is a lot less important than loving your wardrobe and the items that are in it.
If she's not comfortable yet in coordinating between a lot of skirts and blouses, then a dress would also offer an easier look to put together.
There's always time in the future to buy more pieces.
