It does parallel to an extent. I'd have to read it to see if anymore characters could be compared to it or not be compared to a character from the play.
Perhaps L wasn't a tyrant but L did also have power to put in motion all of the investigation agencies of the world, which while it my not be a tyrannical way in which he handled the ICPO to me it held a very militaristic vibe in the way he had ordered them to do it, at least it does in reflection right now, I need to find my copy of vol.1 of Death Note and re-read the ICPO scene.
