You realize it would take 723,000,000 to make one Gundam at least. It would not be able to fly it would not even be able use a boost. The fuel efficiency would be absolutely terrible. Wing Zero for a first or even at all is a freaking joke. At most the best they could do is a Zaku I or a GM [G]. Without a fuel such as Anti Matter a Gundam the size of those is just a dream. On the other hand a mecha from Armored Trooper Votom is completely believable as they only stand 13 feet high and use pretty much skates(yes skates and they were used first not Code Geass) and were nothing special.
You're going to have to find a way to spread out 53.8-66.0 metric tons on 2 feet from a 18 meter robot. Though later UC Ms were about 15.2 meters 13 tons.
An Amored Trooper is 4.208 meters and weighs 6.492 metric tons. So as you can see there's a huge difference. So keep dreaming for your Gundams, I'll be glad to use an Armored Trooper.

I severely doubt that we'd have anything beyond a digital prototype of any giant gundam sized robot in our lifetimes, even if it is basic...
The development and manufacturing of one would probably bankrupt the world over if you think of the needed materials and funds for just one not to mention maintenance and fuel when it is running...
I barely see a working armored trooper developed either <.<;
