__ Before Belamos began, Kenshin would reply to Toso's words directly after they slipped into the strange dimension. "I'm opposed to an honor-bound duel under these terms, but I'll follow your command if you insist. Otherwise, I'd never duel a delusional rogue over the control of Arashigakure's army. I've bled and dedicated my life to our nation, he just goes where the wind blows. I also refuse supreme control as that honor is legally exclusive to the Arashikage." Kenshin served as Arashigakure's sworn sentinel and he would never yield. He would then consider his next question to better understand what the Kogarashi leader's power was. "What's the Sakkakugan? What does it do to make genjutsu so powerful? Genjutsu is just a distraction in combat or a tool for interrogation." Kenshin had never seen genjutsu used to such a degree as Toso was describing. The police captain was a famously chivalrous duelist and never saw an application for genjutsu beyond interrogation in certain circumstances.
Kenshin would then listen pensively to Belamos's story and telling of various events as he saw them. They were accompanied by images using manipulated light spectrums. The information was incredibly useful if it proved to be accurate. The captain had extensive experience in interrogation and was skilled in detecting falsehoods. He was confident based on Belamos's mannerisms that he was likely not being deceptive. Kogarashi's origin was interesting and unknown to him. The organization changed drastically over the years and based on the ANBU reports they formed an institute somewhere in Gimangakure as their base of operations. More detail on Belamos's background was unnecessary, but Kenshin listened all the same. He viewed Kagami's grinning face with the three tailed demon behind her and then the man standing next to her with the seven tailed demon behind him. His eyes also contained the legendary rinnegan while her's were a pinkish red, likely the sakkakugan that Toso described. Questions formed in Kenshin's mind rapidly as the images disappeared. He looked at the gold blood dripping from Belamos's hand and raised an eyebrow. "His blood was red before. What kind of trick is this?" He was immediately suspicious of the sudden change in color of his ichor. When Belamos, at last, made the gesture to join Arashigakure's ranks he would nod.
Kenshin had a number of questions to ask Belamos now before they could move forward. He looked at him and contemplated his questions for a few moments before continuing. "You were tempted to rejoin Kogarashi while you were an advisor to the Arashikage? That sounds like treason to me." Kenshin's judgment was sharp and exacting as he waited for Belamos's response. "It also took you a while to tell us all of this information. Were you just trying to weigh your options between Arashigakure and Kogarashi? Are you a spy? It's very convenient that you're telling us right now when you want supreme power over our army." Kenshin's objections to this arrangement were not based on fear but bound by law. "It sounds as though this Kagami is far too ruthless to give you power over Kogarashi especially since she killed the previous leader. Why would she even make the offer for you to take control? Was it to manipulate you? What was the point?" There was no doubt in Kenshin's mind that this Kagami rogue should feel the heavy hand of justice bear down upon her, but the extent of Belamos's involvement with her was questionable to him. "I also still don't understand how any of this means that you have the rights over our military that you're claiming. You refused to join our ranks officially for years. I have no qualms with the people of Otogakure. Many of them joined Arashigakure's army and police force under my command. All of our citizens are equal under the eyes of our laws. You also still don't understand that even what you're asking is in violation of our sacred laws. Only our kage has that kind of authority and that's the end of the conversation." He now turned his disdainful gaze away from Belamos and neutralized his expression before Toso. "I don't know much about demons, but from what I understand the more tails they have the stronger they are. If they have the three tail and the seven tail and we have the four tail and the six tail then aren't we even in strength to them? Why panic about their power if we have two jinchuuriki of our own and our own army to defend the village with?" Kenshin did not doubt that they needed to act with haste, but why would they even consider dropping their military protocol in favor of such an unorthodox move as giving Belamos full power? Kenshin expected that Toso would understand his perspective and come to the right decision. The loyal man was unquestioning to his kage, but he was anxious on if Toso would make the strong decision in his role as their leader that he needed to.

Kenshin Kosei loyal to a fault. Belamos Karna a hard but questionable upbringing. Toso wanted to say the bending of the light would have proven unnecessary here in Isekai-junsei but instead, his images would have been accompanied by sounds as well as the images of his past life that he produced perhaps he'd noticed this. Isekai-junsei brought imaginations and memories to life if it was a person's desire to reveal them. Toso first would bide for time in answering Belamos by first answering Kenshin's inquiries. Truthfully amidst the delegations, he had fully expected Belamos after his earlier mannerisms and threats he would follow through instead of suddenly employing pathos. It really begged the question if he had been bluffing solely because he knew the squid would have been no match for him and Kenshin's sudden addition made him redact his threats. To someone who prided power Belamos's tonal shift would have been seen as weakness but to someone like Toso it was seen as humanity. Although the tonal shift was confirming of something the squid believed earlier. Belamos was anxious.
Toso inhaled largely through his nostrils again. "Tosokur..." "I am aware..." Saiken at the images of her brethren was about to inform Toso of something but it was something he already knew. His glasses in that moment had fixated on Kagami and her demon...three tails. It was beginning to make sense how she was able to manipulate people so easily and with frightening prowess. Looking to the officer. "The Sakkakugan is a doujutsu said to be capable of bringing genjutsu to life in a sense, in that it has the ability to impart permanency and empowerment to genjutsu. That is all I know, bloop. There may be some documents and scrolls pertaining to its abilities at the Academy of which I've had not the time to delve into bloop. But that is not what concerns me. If what Belamos revealed is to be true, which I do not doubt, it is indeed most disconcerting. bloop." His eyes would then shift towards Belamos. He'd know. Then back to Kenshin. "Sanbi. bloop. In my time spent doing transcriptions before becoming kage I learned of their powerful illusory ability bloop. Kenshin take for the moment. A genjutsu you use to interrogate and torture and apply that to an entire village while an unknown army cuts them down in their distress. That is the implacable power someone who has both the three tails and the Sakkakugan may well be capable of."
Toso then edged in his seat. He knew whatever his bartender was concocting he had faith that it could be enough to keep someone with a Sakkugan inconvenienced but this combination could prove too much even for his prodigal craftsman. All the squid man could do was have faith after a moments silence. "You could argue we actually have the upper hand in regards to the number of tails, I think you're forgetting we actually have two more tails bloop. However, Karna-san. bloop. In addition to answering the Captain's questions can you go into more intricate detail of what it was you faced and bore witness to in Uzugakure. Once you've done so I believe I'll have come to decision about how to proceed." At least this is what he hoped. Chaotic Good On His left, Lawful Good on his right, Neutral Good in its center. He had an answer. But one uncertain both Belamos and Kenshin would be keen to the 'grey area' one that stood on the line between law and lawlessness. There was still the matter to discuss of 'what was he planning' that Toso had yet to reveal due impart to the clashing of ideology between advisors. Toso would then reach out for Belamos's offering while he'd speak the details. Taking it placing it in a drawer he'd then remove stacks of paperwork...of course, there was more to it than just paperwork. It would be simple for someone like him to succeed in the following and the promotions in title could then come afterward. Toso wasn't certain how Belamos would feel about what would have to come next if he was consenting to lawful admission into the ranks yes he was definitely most uncertain about how the man would feel for a time...being considered an academy student.

Their meekness was beginning to wear him down- he had spilled his soul to them both, expunged his past in its entirety and still they seemed to understand little more than when he began. So much so that the Arashikage had revered his decision when the man brought up any amount of skepticism. Belamos grimaced as the two went back and forth asking him question upon question. They seemed to get tripped over minute details and broke down strength to matters of simple arithmetic It was almost dumb enough to cause him to crack a smile. Almost. The conflicting emotions he felt within himself caused him no small amount of hidden grief. Action needed to be taken- the politics of the matter would get them nowhere. It was infuriating to endure, but he had come this far, he supposed he could hold his tongue a bit longer and answer their questions.
He began, for the most part ignoring Kenshin's accusations of Treason and Espionage and instead choosing to focus on the pertinent details that would help them win "The idea that strength can be measured in the demons possessed by each inside just stupid, it's viewing this conflict in almost a criminally simplistic way" The smallest hint of anger laced through his words, more annoyed than anything "Their strength is in their ideology. They paint the Village's as someone who only focuses on themselves, the cause of military conflict and by proxy much of the world's suffering. Thousands of people have flocked to their banners to fight for this false cause for various reasons" A figure of Masato, Reiji as well as various other underlings he had ran into appeared around them "They have enlisted various other powerful shinobi to serve them- including the host of the Nine-Tailed Fox. No, it seems, war is once again at our doorstep. It is not incorrect to say the free world depends on the decisions we make in this room, right now!" He extended his arm, pointing towards the pair of leaders- Kagami and Sandayu "Now I'd really like to have us all on the same team here, but regardless of what is decided I am going to kill there two f*ckers or die trying!" His voice has raised even higher now, flame licking the ground around his feet "I have lost friends in this war, for god's sake I lost my wife to this war! But I will be DAMNED if I lose anyone else" Vivian, Aurelia, Mako, Hajime...all people who counted on him. He would not, could not, fail them. Behind Belamos a portal opened up, a door leading him back to the office. He gave one last look to the two of them "I'm going to protect this place if it costs me my life- you two can either fight by my side or stay out of my way" His patience officially wore out, Belamos stepped through the portal. Permission or not, it was time to get to work.
Toso sighed at Belamos's hot headed interpretation of his words. To a degree in which Kenshin didn't so much as get a word in before he stormed off. They had the advantage in TAILS not strength. Such was the unfortunate curse of having an always monotnous voice. Kenshin was likely about to pursue the man for acts of treason but Toso would stop him by raising a tentacle. "Wait here officer Kosei." Toso would close his eyes as a clone appeared and vanished.
In front of Belamos Toso's clone would appear abruptly with a less than pleasant look. His face usually was a pallid type but here it frowned his speech absent of bloops. In the way of the exit but easily rid of. "You're going to do exactly what the Twin-Kage plans to do? So that's it then, exactly like them? Charge in head first, caution to the wind, waving a big stick around. You'd curse the very people who swear their lives to this village like you did just minutes ago. Boldly saying if it costs your life. WE ALL SHARE THAT IDEOLOGY AS SHINOBI. WE ALL WANT THE SAME THING BELAMOS KARNA. You know first hand the strength of the threat and you can't seem to muster even the slightest bit of just that much more patience, wherein a string of words that could carry a menagerie of meanings you find a waste of time instead of being grateful that we have even the slightest amount of time, to begin with, to even talk. You're acting like a child with a loaded senbon launcher with something to prove. You claim Kogarashi as someone who only focuses on themselves, well look at you now befitting of being its leader if those are their ideas on villages, selfish. If you die what will become of your daughter, your friends, I'd think it they much prefer you survive and doing so you can continue to protect them. You hurt more throwing away your life than spending ten damned minutes in an office meeting where you yourself said depends on the decisions we make in it. I kept my faith, my goal was to have you dismiss the officer's suspicions of which you only agitate doing something like this so that you would be capable of leading the majority forces TOGETHER. So that a trust could be established among my advisory. Do not think for a second I care any less for the people of this village than you currently and your life is just as precious as any others! Toso would say the secretaries name who jumped startled to open a drawer. She'd toss a scroll at the clone who'd then toss it to Belamos, whether he decided to catch it or not was on him. "That is short and final of my intentions. I'd have liked your say and thoughts on the matters but if you've still a fervent desire to leave you may do so, at the very least you can leave bearing them in mind." The clone vanished. The gateway Belamos still open in the distance where the two inside waited patiently. The real Toso when having tossed the scroll to Belamos Toso had given one to Kenshin.
The contents of these scrolls would be the following. -Through my well known and competent associate, I'm certain the following is possible providing us a tactile advantage. • Keeping Arashi from remaining in one place. Should this come to pass, there is no telling how many more subsequent attacks will occur. That said a hidden village that isn't hidden is poorly defended. I've the means of keeping Arashi from remaining in one place for too long. Indeed a method to move an entire hidden village and give weight to what it means to be hidden in the storm. • I can only assume that the powerful Genjutsu the twins had warned me about had something to do with a doujutsu called the Sakkakugan. I can't have the villagers rebelling against us because they are under some sort of massive compulsion. I may entirely be wrong in this so I've developed two contingencies. Firstly 1. A device that amplifies light chakra on a village-wide scale. I've delved into the blinding capabilities of a light user once I took into the consideration it may be this doujutsu as the cause. Effectively it will allow a light user to blind all doujutsu users it may come at the cost of blinding ourselves as well but to a lesser extent if my understanding of light release is correct. Thusly this will end up nullifying all Doujutsu for a time and that will hopefully provide the advantage we need. The matter is finding a light user capable enough to use it. Perhaps Taiyo-kami may consider. 2. An alternative device that I've been promised will prevent any and all genjutsu from manifesting. It will nullify our own genjutsu but comparably that is a small price to pay for preventing a genjutsu user of largely superior prowess.
If Belamos decided to leave, hed in turn wait for Kenshin's response but it was likely he'd be the first to begin asking questions seeing he was so keen on asking Belamos several earlier.

__ Kenshin felt his eyes roll into the back of his head during Belamos's diatribe. He blatantly avoided answering the questions that Kenshin had that would determine whether or not he could be trusted with military command in any capacity. His eyes then focused when Belamos left the dimension and a clone of Toso followed. "I don't trust him. He runs all over the world and has refused to truly join us and has a history with Kogarashi that he isn't fully clarifying. First, he forcefully demands supreme command and then he makes this big emotional show when I said no and now he's running away. He's a manipulative rogue and that's all there is to it." Kenshin was born in Gimangakure as a rogue before joining Kumogakure as a sworn shinobi as soon as possible. Belamos's story would evoke absolutely no sympathy from him as he was born among the worst of the worst and decided to walk the path of righteousness. "People are born as either law breakers or law abiders. People like Kagami and Belamos are born not to respect authority while people like you and me are born to follow the law. Belamos is a wolf who can pretend to be a sheep, but he's still a wolf." Kenshin would now wait for Toso's response. He would respect his leader's judgment in any case, but his trust in his fellow advisor was now nonexistent.

It seemed Kenshin has a case of tunnel vision looking at the rogue through the gateway being addressed by the clone. It was likely because of this he didn't see the squidman offering him something of which he desired the Captain take and review. Kenshin's words stung, not who it was directed towards but rather Toso. Belamos just had to act out lowering Kenshin's opinion of him further. How he'd ever get these two advisors to be on the same page was starting to slowly become beyond him. It may come to pass he'd simply have to dismiss them both in favor of two more friendly advisors. Toso needed professional dichotomy, not dissonance. That was likely the twins reasoning for picking the two individuals as advisors to begin with because of their contrasting ideologies having the ability to find mutual flaws within two parts of a problem to get a more competent solution. "You're feelings about Mr.Karna have been noted, officer Kosei. But I need you to focus on the task at hand bloop. That being my intent for the village. If you could kindly take this scroll in my possession and review its contents to provide your advisory opinion on the matter as was this meetings intent I would most certainly appreciate it."
Hopefully now Kenshin would take the scroll review and begin his questioning all the while between them as Belamos outside their conversation currently would eventually come to a conclusion on what he intended to do. Reconsidering who else he could appoint as his advisory he carefully considered the possibility of Kagerou and Shion. Kagerou would pry far to much, Shion was about as bad as Belamos, Unki was a consideration, she did after all save his restaurant. What mattered is, it was well to do that one of his advisors should be female to he could get a more feminine perspective.....in his head a line was drawn through Shion. Toso's eyes shifted towards Kenshin. He didn't rightly want to fire the man from this position but it would seem bias if he didn't. Of course it was that bias that proved 'common sense' to Kenshin that all who needed ridding of was Belamos.
Toso's eyes shifted back to Belamos. It was true what Kenshin said having given a heartfelt exposition of his past only to blow a gasket and strode off the way he did was in all sense of the feeling incredibly manipulative in the sense of saying 'my way or the highway'. But Belamos had a point in regards to how one should respond in a time of crisis. Kenshin was bound to rule and regulation and unknown to him the newly instated Kage wasn't as 'lawful' as he'd believe. His secret organization of street artists breaking the law with the goal and creed that art should not be contained to simple mediums. To Toso some causes superseded law, that was the grey thought process he had. Belamos was right in that time was indeed shortcoming. Paperwork, process, true to form were all for lack of a better term time sinks that while necessary to maintain the rule of law unnecessary in nature. You wouldn't wait to file a 'permission to heal' form to come back from base if you have a dying person in your hands. "Once you've expressed your thoughts I'll have some key things for you to do involving my aforementioned associate." Wracking his head this was all an enormous pain. If anything he'd believe Belamos would not see to particularly enjoying being his advisor after all this and likely leave on his own accord, especially when Toso would eventually impose that if the two were to remain his advisors they would have to 'co-operate' and 'get along' and learn to 'agree with one another'.

__ Kenshin used his open palm to rub his tired eyes before accepting the scroll after Toso spoke. He unraveled it and read through it as quickly as he could. He was a slow reader because of his poor education, which always contributed to his agonizingly long sessions of document review. He refused to move his lips as he read because he did not want to appear uneducated in front of Toso. It took him several minutes to read through the strategy and even more time to process it fully. He continued looking at the paper and blinking as he tried to think of the logistics of such a plan. "This is certainly...something." Kenshin spoke to Toso between low grumbles about the rogue advisor and his unbelievable illegal demands. When he was finally able to give a full response out of his present state of befuddlement he would speak. "If you're confident that we can get the technology for this then it's a good plan. Maybe we could also get a sensory jamming device to hide the village more effectively?" Kenshin lacked any knowledge on such topics as advanced systems, technology, and engineering so he was not sure what was possible. He ruminated on this silently from his standing position for a much longer stretch of minutes as he breathed and calmed down from the Belamos theatrics before speaking further. "Fancy technology helps, but soldiers win wars. We need our soldiers more than those crazed anarchists need their's so we need to be effective. My advising on that is that we completely barricade the village since we know that's where they'll attack if they find us. Then we can have highly skilled squads that are dispatched to ambush them. Do you agree?" He had a lot more to say, but he wanted the Arashikage to weigh in and give input before he would elaborate.

The Arashikage's words stopped him mid-way in the hall. Griting his teeth, he wheeled around on the man "What?!" He managed to spit out. His question was quickly answered by the man speaking at length about his own feelings in the matter as well as his beliefs in Belamos's shortcomings. There had been a time, not all that long ago, where Toso would have died for his words. His pride would have demanded it. Time has simmered his passions; tempered his rage. He took the things the man said in stride and when the secretary flipped him a scroll he caught it. He stared at the closed container as Toso imparted his final words before heading back into the office.
It seemed that he had misjudged the newly-appointed leader. He had thought him to be an intelligent if cowardly, leader- A person of meekness. His confrontation with the Sun God bore new respect in his eyes. Nor did Belamos sense the Storm Lord was lying. Toso seemed to believe everything he had said, and while the issue of him being able to follow through was still up in the air, their intentions seemed to align. All in all, it came down to trust. Belamos had never had a reason to give that to someone, not in his own family. Shiro, Jay, and Jeon, even Chie...he had kept them all at arms reach. Only told them as much as they needed to here and did things on his own terms. His demands from Toso had come from his inability to trust this new and untested leader. As Belamos opened the scroll and read the contents he could see that his fears, his doubts, were unfounded. The Kage had already been working on a plan. By the looks of it his thoughts had primarily been on the subject from damn near the second he took office. With a deep sigh, Belamos rolled the scroll back up. Again, he knew what needed to be done...but by Utu he hated doing it. He created a clone to send to the Academy before resigning himself to his fate
As Kenshin concluded his analysis of the situation, Belamos reappeared in the dimension. He wore a flat expression, one the bespoke a hint of embarrassment. He held the scroll unfurled in one hand, assuming it to be similar to the one Kenshin had in his possession. He knew the self-righteous officer would love this next part, but he didn't consider that as a factor. The man was cold metal- hard and unbending. Belamos, on the other hand, was fire itself. Hot, ever changing and with the potential to either give life or take it. The two would never be close. Still, it was within the hottest flames that metal could be molded to fulfill a new task- hopefully Toso was a quality blacksmith in that regard.
He started by solemnly nodding his head to the Arashikage "What you said...you were right." He swallowed and hesitated a moment before continuing "And I apologize for my actions since returning to the village. I have lived my entire life on my terms, trusting none but myself. It has taken me far- made me powerful...but in Uzukagure...it showed me how weak I still am. I am a King no longer, I know this, but a part of me still wished to believe that I was the only one who could overcome this threat, that I alone was destined to save this world. I did not trust that anyone else had the drive and the strength to match my own" Locking his eyes with Toso, his voice now clear and powerful "I was wrong. I recognize you are one of strength and one who bears my allegiance" And then a rather marvelous thing happened. Something that nobody who truly knew Belamos would have ever thought could happen.
He knelt before Toso.
His head bowed, he continued to speak "I shall do as you command."
As Kenshin finished speaking Belamos would thusly arrive and prostrate himself. Toso produced a minor smile it seemed on his always stoic face. Progress. Although there was still the elephant in the room. Toso's eyes shifting to Kenshin whose own eyes were fixated on Belamos with tired contempt. Toso would then...in this one instance of Kenshin present defer to Belamos in his old manner of speaking. "Rise bloop. The ground is no place for someone I recognize as Taiyo-kami to remain long...now then bloop." Assuming Belamos was back to attention and his two advisors were 'playing nice' for now. The passage way Belamos re-entered through closed. With a wave his hand the world of Isekai-junsei would bend to his desire as what was essentially a war room unfolded in real time.
"So as it stands Officer Kosei you wish to enact creating barricades and producing a possible ambush? A device that blocks sensory detection...should very much be plausible for my associate...ah, I can't believe my oversight, doujutsu typically have sensory detection not to mention they may very well have sensors. That could have ruined the entirety of my intended plan." Toso was by no means perfect. This is what advisors were for and it would earn Kenshin some brownie points. " I deeply appreciate that insight officer Kosei. Ah, although I've saddled him with a significant amount already so soon. I can put in the request but If I were to venture it wouldn't last long...but perhaps...just long enough. bloop." Toso placed a hand on his chin. "You see before our meeting I dispatched one of my clones to begin a task for me. That task was for lack of a better term doing a lap around the village. My intentions are as follows bloop." Toso lifted his hand and then pointed the two advisors to look behind them a miniature but still decently large scale replica of Arashigakure appeared before them.
"The context behind what I had written earlier when I said I wished to make it so Arashi never stays in one place for too long will be made clear hear." Making a 'come here' motion with his fingers the miniature Arashigakure began to lift off the ground and ascend as drawn clouds began to collect around it. "I intend to have Arashi become air bound and mobile bloop...subsequently for this invasion..." Toso readjusted his glasses as another miniature Arashigakure formed below the now flying one. "My clones earlier lap as mentioned earlier was to allow me the ability to replicate Arashigakure and take the place of our true skyborne village. Hopefully, it will distract the invaders if for a time from our villages true location bloop." That was likely to warrant a big 'WHAT' from his advisors in regards to a "He can do that?" Toso for the most part of his career had always kept his abilities as low key and unpredictable as himself. But of course, he had to go into deeper detail so that if he did produce any awe that he'd level it back into reality.
A simulated version of a gigantic army began to charge towards the village on the ground. It was almost cute as it was very realistic in their details down to the last facial feature. "Of course its, not a perfect copy. I can also fill it with false signatures that could be believed to be citizens bloop. It will be made of ink but look real in every way shape and form until it starts incurring damage. Deferring to Captain Kosei's earlier bringing up of troops and ambush." Toso would then redirect their attention back to the flying version of their village. Tiny little ink ninja started dropping down from above down unto the small village replica below. "We can plan a coordinated surprise attack from above assuming the distraction proved enough." Looking back to his advisors from the former looking up at the sky replica "My plan is to have two separate units one that handles the army on the ground, while the other remains in the true village. It will be likely that this Kagami, if her intents are to destroy the village, will, via some means find her way up to it. She has to, and that's where we will be waiting expectantly to face their divided forces. This is why I need two militant commanders willing to CO-OPERATE with one another bloop." He made sure to emphasize the best his monotonous voice could on co-operate.
Toso would then look at a watch he had on his wrist which ticked on an hour on the hour. To where he'd say to himself. "Ah, bloop. Good he should be here." Toso waved his hand thus opening the path into Isekai-junsei oncemore to reveal waiting on the other end was a blue skinned man wearing a mask whose hair looked a mess and whose outfit was covered in soot. He'd bow to Toso
"Bonjur moi patron....Oh...Je suis désolé I hadn't much time to look presentable." Standing back to attention his outfit seemed to puff up and deflate dispersing the filth before tightening again. A sign of some sort of impressive craftsmanship. Approaching Toso and his advisors the bartender looking fellow placed two things on the table. One looked to be some form of mine on first look the other a diamond looking gem that glimmered brightly in the light."Ah, Thank-you Trefles timely as ever bloop. I was wondering would producing a device to block sensory detection over a village scale radius be possible? If so could it be done soon? bloop."Je Oui moi patron... but malheureuse nouvelle, Ze other project...if I do dedicate my time to making such a device I will not have time to fulfill the conditions required likely fast enough before ze attack." snapping his fingers what looked to be ten lightening rod looking devices appeared on the table. How he accomplished a unsealing fuuin in such a manner would also be a nod to his ability "I need to place these all at key destinations all of which are well...quite the distance away from one another bon. I cannot expedite the travel by using how you say shunsin either even when sealed as they are rather volatile bon, had it not been for moi hovering board I'd have likely been late." Toso looked more stoic than usual as he assumed a hard thinking pose. His eyes moved towards Kenshin. Then back to his associate. "Very well, bloop. Leave them here I'll see to it they get where they need to be bloop." A bow and the man gave Toso what appeared to be 'user manuals' and a map of the locations that needed the devices placed as the man dismissed himself in a puff of smoke.
Toso sighed "My apologies for that interruption bloop. Belamos you recall in the scroll the device that required a light user I do believe this is it. Do you think yourself capable bloop and Officer Kosei you heard my associate do you think yourself up for that task?" His inquiries came as the meeting was slowly coming to its end. "Before you answer, have you any new or further input in regards to this current strategy I've developed bloop? Questions and criticism welcome but as we all agree time is imperative bloop." If not they're meeting would come to a close here and Toso would explain to Belamos the functionality of the device to Belamos and the details of Kenshin's mission should he accept.

__ His scowl returned along with Belamos until he watched him bend the knee and swear fealty to the Arashikage. That was an outcome that Kenshin did not expect in the slightest. He reached into the breast pocket of his overcoat and retrieved something. The metal shined in the light as he handed the forehead protector and headband to Belamos. "We can't have you walking around without this." Usually such a statement was delivered by a lighthearted tone but Kenshin's voice made it sound more like a command. In any case, Kenshin was silently pleased by Belamos's declaration of loyalty. An apology would not have sufficed for Kenshin without action and Belamos fulfilled exactly what Kenshin wanted all along. He was yet to be completely trusting because of the man's history, but at the very least Kenshin would not make outward displays of suspicion and contempt any further.
The captain was surprised that his suggestion pertaining to sensory jamming technology was so well heeded. He nodded once in response to offer an expression of acknowledgment in that regard. Kenshin watched the other presentation and listened closely to Toso. Time was of the essence and Kenshin would not waste time with any further conversation. He now had a mission to complete. "I have no questions and I'm willing to complete this task." He then bowed to Toso as well as Belamos respectfully. "If I may be dismissed." Kenshin said as he stood upright again. He quickly turned around and walked with haste out of the Spire.

As Belamos rose at the behest of Toso, he accept the headband from Kenshin with a subtle nod "Thanks" He said quietly in response. As the two longtime Shinobi of the Storm went back and forth discussing strategy, Belamos remained silent. He held his tongue even as the newcomer appeared and discussed possible additions to the plans Toso drew up. He had no doubt such wonders of technology were possible- Horace and the UHV had machines that could do that and even more- rather the question was could they produce them in time? Priority needed to be given to certain projects, for if they could not get all three done they needed to decide which two would, alone, suffice. His daydreaming was broken by the sound of his name. Toso asked the pair if they had any questions, suggestions or objections. He waited as Kenshin stated he had none then promptly took his leave. Once they were alone, Belamos would speak "We can...try. My abilities have always been highly effective on people with dojutsu but Sandayu was smart enough to bypass that weakness in our last encounter. These schemes are grand, but we must be prepared for some, if not all of them, to fail. Sandayu and Kagami seemingly have the ability to come and go as they want- they bend space and just...appear places. I saw it at the gates here when they attacked and I suspect that's how they entered Uzukagure so easily." Hs shifted uncomfortably, recalling the fall of their ally and the death of Kya. He truly wished he had been able to save her" Their maneuverability is unmatched, thus, we need to make them appear where we want. The only way to do that is be giving them what they want: a grand battle. By seemingly challenging them on the open field they will be forced to meet the call- their pride will demand it- and allow us to close shut the trap. Now, as for myself...there is something I need to show you"
Belamos's entire body seemed to tense as a brief but powerful heat wave swept through the imaginary land they stood in. Despite it being a fake world, wind swept away from Belamos as power the likes Toso had never seen gathered before him. It took a few moments, but with a triumphant yell, Belamos ascended. A bright flash of light preluded the change. Once the world slowly dimmed back to normal, the person who stood before Toso was significantly different than the man that had been there a few seconds ago. Belamos was outlined in shifting, flowing, golden rays. He bore a cloak of fire, golden and glowing skin and seemed to exude a pressure that one would find hard to identify. By all accounts, he matched exactly what someone thought of when they imagined a Sun God. As he moved his arms to his side, light shifted around him. It gave him a fluid, entrancing appearance. Small flames trailed along the edges of his form, dancing and spreading as they may. When he spoke, his voice reverberated with a power he had not previously displayed "I show you this so you can have faith in my ability to do as you ask. This form is my Divine Persona. Through it, I can use an ability of my own creation: Nova Release" Belamos slid one foot back, turning his body so that he faced Toso "You are the leader here, but you still have much to learn in battle. Spar with me, Arashikage. I wish to see your strength for myself."
As Kenshin bolted off with the scroll in hand Toso had sealed the devices in for him to distribute he listened intently to Belamos. "Ah... he sighed after swearing under his breathe. Toso never swore. It was something he refrained from doind seeing as his father swore often like the sailor he was, also because he typically replaced them with his colorful onomonopeias. So when he said they had the Mangekyo it was this far advanced. The very thing he studied in order to create the very pocket dimension Belamos and him resided in now. Kamui. That meant the 'blocking' device was no longer nice addition it was a must if they were to ever have enough time and for the distraction to even prove a plausible enough distraction. As Belamos soon went from civil to 'flexing' Toso could only again breathe another sigh. He was so intent on testing strength this one. It felt as though Belamos would never accept him as Kage if this continued. While it was certainly not the 'best' time to be doing something like this Toso would concede. A tired-sounding exasperation. "If you insist...bloop I'll humor you but lets save our strength for the real enemy that can show up at any moment yes? Nothing life-threatening. bloop." Before getting up Toso would open the scroll provided by his associate in regards to the device that was intended for Belamos.
He'd then close it and place the device between his to fingers. "Catch Taiyo-kami. Affix it to your chest bloop. I've made it so only the first two functions should work. Build some familiarity with it, if we're actually to do this bout of yours." The small diamond-shaped prism would be thrown towards the man. "Will your light to take solid form bloop be it weapon or armor. Who knows perhaps this function is redundant for someone like you bloop, it's true purpose after all is to concentrate your light chakra over a wide radius which is disabled currently." It was annoying looking at Belamos even with the man's dark tinted spectacles and color blindness Toso found it irritating to stare directly for too long. *Belamos Item Get*

•-Ashes of Apollo: S+ {Overwhelming vs Ninjutsu} By concentrating an obscene amount of light chakra into the gem upon its release a massive explosion of light occurs blinding all effective doujutsu and individuals throughout an entire village following the limitations of typical light release blindness and eclipsing all Ninjutsu being used at that moment defeating them in collisions and turning the chakra used to make them to an ash. The gem will then break and fall apart afterward destroying the item. Its to be noted that this does not actually cause any damage. Closing one's eyes does not prevent the blindness as it penetrates the eyelids. Only those that the user has Korabo'd with are exempt.
Toso would then stand a hole opened beneath him. The desk would be returning to the actual office. He'd then whiff his arm out as his own bright vibrant light enveloped him. A sudden change of clothing and style but one that carried with it a more competitive flair that spelled readiness for a fancy bout aside a fancy meeting. From the sleeve of the garment, another light slowly began to feed out taking the shape of a brush. "I must correct you Taiyo-kami. I know I don't look it now bloop. I was at one point in my life an expert in Bukijutsu. bloop. Although, I can't deny you one thing Taiyo-kami I have grown complacent with physical training since my transition into being a full-time business owner." Toso readjusted his glasses and cricked his neck, as the Brush known as Modoru Gumo fully manifested to where he'd wield it aptly so. "If it's not too much trouble care you give me a handicap of a single strike bloop? After all, it would be a test of confidence in your new found ability in how it would hold up."
The squid's glasses gleamed. Belamos had pride. That pride was one Toso wondered if he'd allow the squid to have the first hit guaranteed as a handicap. However, while Belamos gave off an air of power. Toso gave off a similar air. If one were to make a comparison it would be as though Thor were facing Loki. One the aura of a warrior the other the aura of a trickster. Behind Toso four smiling toothy grins peeked out of his back. Really though Toso was going to find this spar of their's unpleasant solely from the heat alone. Thankfully Saiken's penchant for causing his skin to be slicker and moister than normal aided him.

He caught with pin in the air as Toso tossed it. Taking a moment, he ran his fingers over the sleek surface of the broach- admiring it's craftsmanship. He pinned it to the top of his vest once he was done looking at it, just in time to find Toso had also changed his outfit. It seemed he was going to accept this spar. The Arashikage seemed to be a bit...uncomfortable by the prospect of battle. Good. Getting out of one's comfort zone was important and by his own admission, he had grown far to lax in his training. A Kage should lead from the front.
Upon his profession that he used to be a Bukijutsu master, and his request for a handicap, Belamos would grin "Ah, good to know" Extending his hand out, his own weapon, Shoyoku, materialized out of pure fire in his grasp. He settled into a low stand, shaft pointed up and blade down. Belamos's left leg was extended forward in a crouch as his right was bent in preparation to react. He also toned down the brightness of his Godly Form and reduced the ambient heat in the room- no need to use all of his assets in this contest. He did, however, decide to test out this new item. Pumping chakra into it, he willed a set of Armor into existence. It encased his robes of fire in a golden set of plate armor- tough yet weightless. It only furthered the image of a Sun God born anew. "Take your shot, Toso. We'll see what happens next" This should be interesting.
Toso scratched his chin as the glint in his glasses lit up. The bright ink on the tip of Modoru Gumo now matching the toned down brightness of Belamos's personage. "Oh? I deeply appreciate it Taiyo-kami, that you bless me ever so bloop. You're Divine Personage as it were is incredibly impressive it worried me immensely." Toso would say...unsettlingly confident. He bowed. "If my first strike is ensured I'll be certain to make sure its effective! bloop." With this Toso's bow would become a low crouching lean downward and propel himself forwards like samurai of old his brush would make a devisive swing and he would end up on the other side of Belamos as he tapped the ink on the tip of the brush on the ground. "That should do it then. bloop." Belamos upon receiving this attack would find that he'd taken no damage. Just that there was a layer of this glistening ink on him that would soon vanish. It was strange that this was the Squid's coveted 'first hit'. Was this simply a testament to how weak the man was that he didn't feel anything? Yet why did he sound so confident? Belamos was now free to begin his offensive and Toso likewise would be on guard.
Should Belamos turn around he would see what earned the man the title of 'Devil-Squid' in his heyday. Four tentacles emerged each with toothy grins. "If ones to fight a sun god. One mustn't look at them correct bloop?" The four tentacles would watch his back while the squid himself would maintain his gaze in front of him. Awaiting a typical shinobi strategy which was usually a Shunsin from the front or above. Toso would begin the offensive one of his tentacles swelled up and from its mouth, a thick pink substance being sprayed like a fire hose all over the ground. Lets set the stage. Raising his hand. The blank white world of Isekai Junsei took a shift in scenery. Suddenly Belamos and Toso were in the gladiatorial arena with shouting fans and audiences exclaiming excitement. "I hope you appreciate the scenery bloop. Feel free to add to it." The squid would say coyly as the ground was now effectively stained in pink. Of course the obvious assumption was it was something bad and could easily be avoided via water walking or some other means but this wasn't the reason for its make.

As Toso launched his tirade of compliments, Belamos remained silent. As he began his attack, Belamos remain unmoved. He glanced down as the ink from the brush seemed to soak into his being. It seemed to have some kind of effect- he could feel his power being leached from his body by the attack. His form would falter soon- he could feel it. Despite this, Belamos remained calm. Turning around to face his opponent, the first moment of hesitation he showed was when he spotted four tentacles sprouting from the Kage's back. Ghastly, unsightly, additions; when they sprayed out a sticky pink substance over the floor of the newly created arena, however, Belamos could see their function. He stayed still, observing his surroundings and not reacting very much to either attack. Or, at least that seemed to be the case.
Without any warning, multiple things happened simultaniously. The first, and definitely the most eye-catching action, is that every surface, including the pink substance itself, instantly burst into flames all at once. This came as a result of Belamos spreading his own Chakra throughout the ground which caused the mass conflagration. The light and heat produced by these flames was overwhelming- even the natural moisture provided by Saiken would not absolutely nothing to combat the oppressive scorch.
Secondly a beam of light materialized out of the ambient light of the area beginning at a point just next to Toso's foot and immediately shot upwards, projected to impact him in the gut. Of course, Belamos could have created this attack out of the light an inch from the man's face, but he felt it fair to give him a chance to react.
Finally, the ambient light of the area seemed to increase dramatically. This was due to the fact that, unseen to Toso, Belamos had created a rather large orb of Light which hung high overhead. As it was created, he turned it invisible by bending the visible light rays around the structure. While it should shine brightly down upon the surface below Toso would be unable to see anything in the sky- more than likely it would be surmised that a large amount of fire had increased the luminosity of the area.
