Well, in the anime... you are born into it. Some people are weapons, others are weilders.
In my thoughts... its only a select few people that can actually use the ability, and they charm/hypnotize/steal souls and 'force' them into employment. There are of course some exceptions where the souls join willingly.

Cause its magic.
The anime ones.... the weapon people are trying to become as powerful as they can, so they can become servants to the Grim Reaper. (by eating the souls of bad people. <.<)
In mine... the weapons each have a secondary ability that they can grant. For example... my character's weapons is a pair of claw/talons. When using them, he can also create and manipulate ice and snow.

Mmm. He really isnt that grim in this tale. Infact, he is the good guy. Least I think he is... there is some questioning going on now.
He is incharge of the school that trains the people to keep Demon Gods from being born and throwing the world into chaos.
