Yes, both bikini tops are necessary.
If you put the Luscious Red Skimpy Swimtop on this is what you get.
Instead of a fuller top.
Look at my avatar and then look at the example of the one without the other top.

well to be honest i really like your avi, the theme and colors work well however since i have no desire to die i will stretch my self and say that there seems to be (and this could just be my cpu being evil again) a touch of red in your eyes that contrasts with the colors

Like Tsuji said, your grasp of color schemes here works great, and you look almost as if you walked out of some sort of Gothic-styled graphic novel. That said, perhaps a shorter scarf or muffler would distract the eye less?

It's adorable.
I don't like the skirt.
If you're going to keep it, draw the blue down.
If not, a suggestion.
White skirt, blue sock, white shoes or white AND blue shoes.
Probably new set of eyes too, since there's pink in the one.
It's not too bad, just a few suggestions, over all it's adorable.
