(Charlie's height depends on his mood and who he's talking too. Usually he likes to stick around either 2" shorter or 2" taller than the person he's talking to. Depending on whether he thinks they'd like him more if he was shorter or taller than them.
This is the explanation I have decided on anyways, after characters of all heights lay their heads on his chest when they're dancing together. Apparently his chest is very inviting for the head-laying.)
