Half of me wants to be English and follow in my fathers footsteps, the other half of me wants to be Norse and rawk the viking persona, the other half of me wants to go Japanese because they have awesome armor that you can do with plastic, and the other half of me wants to be Scottish because im Scottish!

Don't think so much about the garb, etc. Think about what culture and period of time really, really interests you...the one you would most like to have lived in. Developing a persona means that you need to study and learn about how that person would have lived and what their life might have been like. If you aren't interested in learning that sort of detail you'll quickly tire of the persona, no matter how cool the armor might be.

Personally I would go with Norse.
I love being a viking
I get to wear really really comfy garb, dresses that are nice and light and cool for the summer, and just tunic and the stiped poofy pants are amazeingly comfy and can be really warm in winter. Its all so easy to make too.
Plus you get to drink, pillage, and have an excuse to be loud and arrogant.

I've never been Norse but I know alot of Norsky's and they are usually a fun bunch. Same with the Japanese folks I know ^_^
