After the events of the Inshou Jashin Cult's succesful summoning of the Juubi, refugees from around the country and surrounding areas flooded into Tanigakure. At first, the limited emergency shelters they built were enough to handle the initial waves of asylum seekers. Immediately following the Juubi's defeat, Tanikage Sasaki Togeru led village suiton-using shinobi in diverting the nearby rivers' flow to create a clean water supply to the area, as well as utilizing doton and mokuton users to create basic infrastructure. Over time though, the accommodations became inadequate as families grew and populations rapidly expanded throughout the village. In the following ten years an entire expansion of the village has been erected to help alleviate the resulting growth issues, but the hastily built structures have quickly shown to be their own problems already. retroactive changes are proving to be difficult, impeding further progress without some kind of mass relocation. Crime has risen on the outskirts of the district and the nearby areas as refugees struggle to make things work for their families. Tensions run high here, especially in times of village-wide struggle.

      Traveling quickly from the Tanikage's office into the Hoshou Residential District, the shift in the atmosphere was just as sudden as it was unsettling for most who hadn't spent a majority of their lives there. The neatly constructed earthy pathways turned to jagged, mossy stone. The deep cracks, chips, and splinters revealing its age and neglect, making traversal a deliberate movement over a mindless, casual stroll. Where there were once forests, crudely constructed buildings stood tall, dimming the district streets in their looming shadows to match the melancholy aura that inhabited every alleyway, sewer tunnel, and everything else in between. Even at midday with the sun at its peak, unobstructed by clouds, its warm light failed to fully penetrate the deep shadows enveloping the district in its gloomy state.

      Chishiya's footfalls were light across the dilapidated streets, the jutting corners and edges of the stonework having no effect on their stride as they headed towards their family home. The Hoshou District was overpopulated, and this was evident in the crowds on the streets at peak hours where the occasional bump into a foreign body was the norm. Chishiya's small stature aided in maneuvering the streets relatively unbothered. Their spatial awareness improved significantly with the conclusion of their ninja training at the academy, only making their movements more fluid as they wove through the crowd of fellow refugees simply trying to get through the current day. It was a struggle Chishiya could relate to. Whatever unfortunate circumstances were inflicted upon them to bring them here, Chishiya could only hope they held on to the resolve to keep moving forward. This was not the end. Not for any of them.

      A building that was barely standing, conjoined to two other buildings on either side of it in a similar condition was Chishiya's home. It stood out among the other two with its signature, partially broken, support beam on the front porch. Unlike the homes created by a wood infused with chakra, these were some of the original emergency shelters constructed, evident by the dry rot taking over the wood in specific areas of the building over time. Numerous shingles were missing or broken from the roof, several others cracked beyond repair or hanging. Glass panes missing from windows were instead replaced with a sheet of plastic or a hanging cloth of some sort to provide small comfort in the frigid nights. The stairs creaked lightly under the weight of Chishiya's steps as they approached their home. Sounds of repetitive banging could be heard from inside, followed by the occasional cursing filled with irritation. Sojiro Hattori, Chishiya's father, must have been attempting to fix something.

      Opening the door, Chishiya removed their sandals and left them on the porch floor before heading inside. The main room consisted of basic seating spaces and a low table, all of which weren't in the best of shape due to years of use, but were provided to them with the shelter. The family did their best to take care of the furniture they were provided with, since options for purchasing or obtaining more were slim, outside of what Sojiro managed to build himself. Even then, obtaining the materials needed was more difficult than ever with the village struggling as a whole for available resources with the rising population in the Hoshou District after the Juubi attack. Chishiya made their way into the kitchen, spotting Sojiro working under the sink, muttering to himself occasionally. Their mother, Ayame Hattori was seated at the counter reading over some papers.

      "I'm home." Chishiya announced themselves, a loud clang following a sudden shift in body movement from Sojiro in response. "Wh- What is it!? When did you get in here!?" Sojiro's deep, rugged voice echoed from beneath the sink. Ayame gasped, snapping her sight towards Chishiya's direction, equally as surprised at their child's unnoticed entry into the house. "I'm sorry. I didn't mean to startle y-" Before they could finish, another loud bang rang from beneath the sink, more deliberate this time. "What did I tell you, Ayame? It's only been a few years and that school is already turning her into a professional killer." Sojiro grumbled, slowly rolling from out under the sink on his one good arm, standing to settle his disapproving gaze on his child. Part of a large scar was revealed through his top starting at the right shoulder, with his right arm supported by a cast. Two smaller scars decorated the right side of his face. All in the result of the sudden attack on their family years ago. While the scars themselves were older, the injury in his arm was severe. It was a constant bother due to Sojiro's stubbornness when it came to resting it and the limited care that could be probided for the injury at the local clinic.

      Chishiya remained silent, equal parts fear and respect for their father despite his views on shinobi. A tightness formed in their throat as Chishiya bottled their opposing opinions on the matter. "Sojiro! Chishiya is not a killer..." Ayame spoke up, her voice wavering towards the end as she turned to their child with hopeful eyes. Chishiya knew what she wanted to ask. The answer was no, but Chishiya knew the day may come where they may have to make the decision to take a life, if it meant protecting their own or someone close to them. Chishiya was unsure if they were even capable of making that decision if the time ever came, but didn't want to dwell on that subject for much longer. As a ninja, currently their duties were aligned to patrols around the district and assisting with the clinic, so they'd focus on handling those tasks to the best of their abilities. The extended moment of silence in the room felt like an eternity.

      "I've actually been assigned to help with the clinics here in Hoshou. My skills are better suited to assist there." Chishiya spoke up, pausing briefly to gauge the the reaction from their parents. Sojiro appeared puzzled for a moment, but was otherwise mulling over Chishiya's response. Ayame on the other hand was thrilled, "Oh! That's good news! Don't you think, Sojiro? She'll be close to home, and can help me with a few errands at the herbal shop I just started at. We manage a lot of the clinic's basic pharmaceuticals there." Chishiya nodded, a partial smile forming on their lips. Seeing their mother happy was a relief, considering that Chishiya had only revealed half of their duties. They didn't like lying to their parents, and could feel the weight of their current decision already looming over them like a shadow. Chishiya had to figure out how they were going to navigate through this.

      "Good. I'm sure your mother will enjoy the company." Sojiro sighed, leaning on the counter. His demeanor changed briefly, looking between Ayame and Chishiya as he voice took on a serious tone, "With one exception. For the both of you. You are to be back in this house at sunset, and not a second after. Things have been getting a little dangerous in the district lately. People are getting restless, and the crowding of this place is starting to cause chaos." When Sojiro gets serious, the entire atmosphere of the room changes. Chishiya and Ayame can feel it, and they respond immediately, nodding their head in agreement. Sojiro then turns his attention to their child, approaching until he is towering over Chishiya, laying the hand of his uninjured arm on their shoulder. "I don't care how tough you think you are, Chishiya, but I am your father. Listen to me when I tell you that this world is dangerous. The ninja world? Even more so. It is not kind to people like us... Be home. By sunset. With your mother. No exceptions. Are we clear?" Chishiya stood still like a stone statue, the weight of Sojiro's words causing them to crack under the pressure. The tightness in their throat had only gotten worse as their father stood before them, barely able to speak. Chishiya was torn between their duty to their family and the duty to their village.

      "Y-yes, father. I understand." Chishiya stared up into Sojiro's stern gaze with wide eyes, hoping that the internal struggle and the lies weren't easily seen through already. There was so much that they wanted to say. So much that their parents just didn't understand. But Chishiya didn't want to dishonor their family any more than they may have already. When Sojiro left Chishiya's personal space, they felt they could finally breathe again. Their father went back to working on the broken sink, ignoring, once again, the recommendation from the clinic that he take time to rest. Ayame got up from the table, the shuffling of papers in her hands was a nice distraction for Chishiya to calm their nerves once again.

      "Well, I'm off to work. Chishiya, if you could come by, I think there's something you can help us with before you head over to the clinic." Ayame smiled at their child, giving Sojiro a kiss goodbye before making their way out of the house, stopping by Chishiya to glance at their hair. "Please, dear... try to do something with that unruly hair before you get there. Remember, first impressions are important!" Chishiya's mother chuckled softly before patting them on the back, exiting the house.

      Chishiya got changed into a different set of clothes, and at their mother's request, tied their hair back into a neat ponytail. Which lasted all of a few seconds before springing back into its natural, wild state and breaking the band in the process while traveling down the stairs from their room. They were just about to head out of the door when they heard Sojiro's voice once again.

      "Chishiya. Sunset," their father reminded them. Chishiya closed the door after a brief pause, slipping back into their sandals and made their way to the herbal shop.

      The herbal shop stood out amongst many of the other buildings in the district due to the presence of lush greenery that wasn't moss or mold. The construction of the shop consisted of wood infused with mokuton chakra which assisted in sustaining the life of many different herbs and plants here used for various needs. It was a newer build, a recent addition on the outskirts of the district after the Juubi attack, bringing with it a shimmer of hope to a place otherwise shrouded in the shadow of desolation.

      Chishiya managed to catch up to their mother on the way, so the entered the shop together. Not without making a big fuss about Chishiya's hair before then, which even with the desperate attempts made before making it to the shop, the unruly hair eventually prevailed. Once entering the shop, Ayame introduced Chishiya to Kumiko Nakamura, owner of the shop and herbalist. Kumiko showed Chishiya around, showing them the various herbs and medicines being created in the back room. It was a large, open space, lined with shelves containing books on either side, separated by large windows that brought much needed light into the room. At the end of the room was a larger window, with hanging shelves in front of it holding various pots containing different plants. A work table laid beneath the window with a lamp, several notes strewn about its surface and a space for vials, bottles, and tools to be stored. Kumiko explained that this is where all of the work takes place, and they sell all of their product up front. The clinics are top priority for supplies before anything else.

      Kumiko brought Chishiya back to the front of the shop where Ayame, Chishiya's mother, had already begun her work for the day dealing with a customer. Ayame reminded Kumiko about some of the supplies they were running low on for orders requested by the nearby clinics, and insisted that Chishiya could help since they were on their way there. Kumiko was aware that Chishiya had some clearance to different areas around the village due to their shinobi status (Ayame couldn't keep her mouth shut about anything), and presented them the list of supplies getting low. A few of the ingredients were of a much higher priority than the others, due to their benefits for a majority of the patients in the clinic. Kumiko suggested that Chishiya go for these first, and gather whatever else they could before they were needed at the clinic.

      Ever one to keep track of the time, Chishiya calculated what they could get done before their first patrol. They still needed to meet with Mizuchi and Yokuatsu, whenever they made it to the district, so they wanted to be efficient. The looming issue was the sunset curfew set by their father, and that remained a constant weight on their conscience since leaving home. Chishiya took their new career as seriously as any other born into ninja families, and they wanted to prove that. What they lacked in genetic talent, a shrewd mind could fill the gap. Chishiya took the list from Kumiko and looked over the herbs and ingredients that came with notes detailing where they could be found locally. "I'll be here to pick you up before sunset," Chishiya told their mother before waving goodbye to them and Kumiko before heading out. Before they headed off to gather ingredients, Chishiya surged their chakra inside of them, separating it through sheer force of will. Two clones in their exact image was produced. Each were given individual instructions: The first one, to head to the clinic and help any way they could. The other, to keep an eye for for the two ninja Chishiya was supposed to meet with and make sure their mother made it home safely if they didn't make it back in time.

      With that, the three parted ways. [ Chishiya exits, clones stay in Hoshou District ]

      Twoshiya, the doppelganger instructed to wait in the district and meet with Mizuchi and Yokuatsu should they arrive went the entrance to standby. Perched atop one of the rooftops, they scanned the area as if on some impromptu patrol while seeking the individuals mentioned. Should they fail to arrive before the determined curfew before sunset, they were to return to the herbal shop to take their mother home, and act in Chishiya's place after curfew, so they could perform their assigned patrol for the night. Threeshiya made their way to the nearest clinic, which happened to be just down the road from the herbal shop. Only a few hours past the midday point, so there was plenty of time to get adjusted and knock some tasks out of the way. From this point on, Threeshiya will be known as Chishiya since those they may interact with from this point (with obvious exceptions) will refer or know them to be said individual.

      The crowds within the Hoshou District never seemed to dwindle, even towards the later parts of the day. The area was simply too small to accommodate the rapid growing population of refugees flooding the district. Chishiya finally made their way to the entrance of the clinic nearby, weaving their way through the huddled bodies of residents trying to live their lives as best as they could in the unfortunate situations they found themselves in. The clinical building was in no better shape than the structures throughout the district, however most reconstruction and maintenance efforts were focused here in order to keep them running functionally. Entering through the doors, there were mobs of residents situated in the waiting room that was way too small for the number of bodies in the room. The two reception desks available had lines nearly coming out of the door. Both receptionists appeared to be overworked and overwhelmed by the sudden influx of patients with the clinic's limited staff.

      Before Chishiya could get any further, they were approached by a familiar face, "Well, well. It's about time you showed up." Appearing through the crowd of patients stood Chishiya's academy teacher, Keiji Homura. He was a Jonin-rank medical ninja, who was now spending a majority of their time assisting with the efforts of maintaining the Hoshou District clinics, rather than teaching the next generation of ninja. Keiji's determination to see Chishiya succeed as a ninja is what helped them get to where they were today, as well as Chishiya's intro into learning and mastering Iryojutsu. Keiji has witnessed Chishiya's potential with art, and despite the initial struggles, he was positive that his student would prosper with time. Regardless of their background.

      "Keiji Sensei! I didn't expect to see you here..." Chishiya gave a quick, respectful bow. Keiji chuckled, guiding Chishiya out of the steady flowing crowd of patients to the area behind the reception desk where it was a little quieter. Chishiya's teacher smiled, "I'm so proud of-" Keiji's attention was drawn to the police officer that ran into the building. They rushed their way through the crowd of patients to get to the reception desk, knocking some of the patients aside. It would be easy to mistake such actions as being careless, however the look on the officer's face was giving a different story. A quick exchange of words were passed between the frantic officer and the stressed receptionist before the officer bolted out of the door once more. Before Chishiya or Keiji could inquire about the issue, the receptionist relayed a message through her earpiece, turning to Keiji. "Doctor Homura, there's been an incident. A building on the east side of the residential district has collasped. They need you and a medical team on site. Now." There was a sudden surge of energy and urgency in the receptionist's voice that betrayed the overwhelming exhaustion they were enduring. When duty calls, everything is put to the wayside.

      Keiji responded quickly, "Pass the word on to two of the members of my crew. I'm on my way now."

      "But Doctor Homura... you need a team of four," The receptionist respectfully reminded the experienced doctor of protocols for emergency responses. Keiji was already headed towards the door with Chishiya in tow, having grabbed their arm gently and quickly guiding them through the crowd of people. They exited the clinic doors, and made their way to the emergency site. "Keiji Sensei. Are you sure about this?" As they dashed along the rooftops of the buildings within the Hoshou, Chishiya began to question their teacher's decision to take them along. This was an emergency, and Chishiya felt that their limited knowledge of medical techniques might hinder the team more than help. In a situation where mistakes could not be afforded at any cost for the risk of those involved, Chishiya was worried about coming up short when people needed them the most. The wind rushed past their bodies as they ran, its roar flooding their ears louder than the brief silence between the two. Chishiya had faith in Keiji's teachings. They've always have, but that lingering feeling of doubt would always plague them no matter what they did.

      "Chishiya." Keiji finally spoke, his voice stern while his gaze remained laser-focused ahead of him towards the location of the emergency. "When you're out on the field like this, there is no room for second-guessing yourself. Decisions have to be made, and they have to made quickly and deliberately. I wouldn't have brought you along if I didn't think you were capable of handling it. I've seen how you operate under tense situations. I believe you have what it takes. So do me a favor, and believe in yourself as much as I believe in you. Alright?" Keiji looked over at Chishiya briefly, his stern tone softening towards the end. He shot them a quick smile. Chishiya nodded, thinking over everything that their teacher told them. They felt silly doubting themselves, realizing that their teacher had been training them for these moments specifically. They needed to focus. Chishiya took in a deep breath, centering themselves and mentally preparing for whatever emergency was ahead.

      "We're here." Keiji would say after a few moments of dashing. They approached a fully collapsed building, surrounded by residents who were spectating the scene. A couple of officers were making sure the crowd remained a good distance away from the potentially dangerous building. Even as they approached, outer walls were starting to crumple and creak under the weight of the second story that was destroyed above it. Two shinobi were going in and out of the collapsing building to rescue those trapped inside. There were already a few refugees that were rescued from the building that had sustained serious injuries. Chishiya grabbed a medical kit from Keiji and rushed to their side. The two more experienced medical ninja were on the way. In the meantime, Chishiya would use their limited Iryojutsu skill and medical knowledge to stabilize the patients until they could receive further treatment.

      "Don't worry. We'll get you medical attention as soon as possible." Chishiya tried to reassure the injured patient. From a glance they could see that they sustained injuries to the left side of their torso and leg. Blood soaked their clothing that had been partially ripped from the incident. Chishiya also took note of some of the minor scrapes, scars and bruises they had. This was all that could be seen visually at an external level. There could be underlying issues that needed to be taken care of, so a further diagnosis would be required. Using their chakra they disinfected and cleaned the patient's body to clear away the dirt and blood. It gave Chishiya greater insight to the extent of the injuries after being able to properly view the wounds. Until they could be handled properly, they were stitched closed with chakra threads carefully to ensure minimal pain on the patient's behalf.

      The patient still winced in pain occasionally during the process. The cleaning and stitching of the external wounds would prevent any more bloodloss. However, Chishiya still needed to check for any underlying issues. Given the severity of the wounds to the skin, they were certain of breakages within somewhere. A pulse of chakra from Chishiya's hand encompassed the patient's body, providing information about the state of injuries on an internal level. The cyan colored chakra revealed a broken leg, shattered bone and torn muscles in the lower half from the incident. It was likely the refugee crawled their way out from beneath fallen rubble. In addition, a few ribs on the left side of the torso were also broken. After getting a full diagnosis of the patient, Chishiya relayed the information to the other two medical ninja in the crew to perform proper care using advanced medical techniques.

      Chishiya turned their attention to the next patient, a young boy who had a shard of metal in his arm. He cried out for his father, who was being tended to by another medical ninja on the scene. Chishiya felt a tightening in their chest while the boy's overwhelming emotion and fear agonized them to their very core. The Hoshou District was supposed to be a safe space for the refugees, people who have lost their former lives. This district was meant to be a place where one could rebuild their lives anew, a beacon of hope for all of those who sought the protection of Tanigakure. All of this chaos was just too much, and Chishiya could sympathize for the child before them. Still, they remained calm, doing their best to pacify the child while tending to their wounds. The metal shard in their arm had to be carefully extracted to prevent any further damage to the limb. With a steady breath, Chishiya willed their chakra to the hand holding the metal shard, an abundance of medical chakra flowing up to the grasping hand, setting it and the metal shard aglow with a cyan aura. The chakra provided a barrier between the piece of the shard lodged into the boys arm from rupturing any veins or muscles in the process of removal. The shard was simply removed, leaving a slightly bloodied, but open wound.

      The boy watched in awe, their tears ceasing for the moment while observing the spectacle. Chishiya finished the process by carefully stitching the wound closed, and diagnosing any unseen injuries with the use of their chakra. Luckily, the boy sustained very little injuries outside of the lodged piece of metal. The moment their father was stabilized, Chishiya allowed the boy to reunite with their father while a member of the medical team sent them to the nearest clinic.

      Keiji came out of the fallen building with one of the police officers who were making sure everyone made it safely out of the building. The officer was being carried across Keiji's back, having sustained injuries during the rescue. "I need medical assistance, now!" Chishiya rushed over, but their teacher immediately shook their head. The dire look on their face caused the young medical ninja-in-training to slow their speedy steps to a halt. The officer's injuries were much worse than Chishiya had dealt with previously, and even they knew that this task was out of their hands. A more experienced medical ninja came to Keiji's aid to begin the process of stabilizing and healing the officer. "Everyone is out of the building, the officer has confirmed it. The building is too dangerous to go back into, we need all members of the medical team, police force, and residents to back away from scene!" Keiji yelled aloud, everyone taking a couple more paces away from the destroyed building as it groaned under the weight of its own destruction. The first floor was beginning to crumble, giving in to the upper floors that had collapsed on top of it.

      Chishiya still wanted to help as best as they could, so after all of the injured refugees were rounded up and tended to, they started inquiring about the incident. Many of the residents only showed up after the commotion of the crumbling building was happening, the sound of its destruction piercing through the usual hustle and bustle of the district. With further investigation, Chishiya was able to catch murmurs of a raid being the cause of the building's collapse. They went to one of the officers to confirm their suspicions, only to be told that raids were happening more often as of late. Whether it was due to rowdy residents or a group of thugs was currently unknown. Chishiya couldn't believe these kinds of incidents were taking place during the day, "We need to report this to the Tanikage." Overcrowding, contagious illnesses, and now raids. There was far too much chaos going on in a place that was already struggling to stay afloat. Something needed to be done. It was only a matter of time before someone like their parents became victims to some terrible incident.

      And that was something Chishiya just couldn't allow. Not after everything they've already lost.

      Chishiya reported the information they gathered to Keiji, and the two of them tailed the medical team back to the clinic.
