It's an online video chat site. You can chat with other uses and you all can either turn your camera on or turn it off. Basically another chat system. I think.

Turning your webcam on is purely optional. It's like IMing in a group chat, if you're familiar with that. =3

Oh you don't have to video chat on there. You can turn off that option. It's just one of the options you have available to you.
