Alrighty. It's going to take some time to plan this one out. I don't mind people poking in here and posting ideas and such, but I'd rather you PM me with them if you can. If not, I won't complain. And I'll make this far more articulate once I get everything sorted out and planned.
Where: The country is called Delian. The capitol of Delian is called Flai'Rhen. The world is called Roos. When: The time period here is the year 132, after the rise of Rethlior. Who: To start out with, the citizens of Flai'Rhen. To end with, every single living creature on Roos. Why: If I told you now it wouldn't be a surprise. How: That's up to you.

The Story
The world called Roos is, and perhaps, will always be, one of the most magical worlds known to any humanoid creature. This isn't a magic that resides in books and scrolls, though, but a magic that resides in the world itself. Forests and rives don't hold by the laws of man or science, only by the laws of themselves. Small mounds of earth, which Roos has placed near major cities as a gift, transport one from one city to another, taking away months of travel that would otherwise be involved. These gates, called Moongates, are small, taking two people at a time at the most, and work in an order of cities. From Flai'Rhen, the gate takes you to Grisloch, the nearest city to Flai'Rhen in Delian. From Grisloch, to Dreil, from Dreil, to Yorri Voun, traveling to all major cities in one country, and last taking you to the borders of the country to get to the next. The earth rules the magic. And to Nature, do all other things answer.
The earth, of course, always chooses it's favorites among the creatures that inhabit it. To those, Roos gives a small gift of magic to do with as they pleased.
Unfortunately, many of the creatures living upon Roos have come to discourage, turn away, and even hate the magic that other inhabit, looking upon it as a dangerous tool.
For the last two hundred years, magic has been feared. Now, a long disappeared Emperor of a southern country called Loroth, the largest and most powerful country on the Eastern Continent, has returned. His orders...
"Casters are beings possessed by demons and devils. For the safety of you, your children, and the casters themselves these demons must be exorcised! These Casters must be freed, even if that freedom means death!"
Now, a witch hunt has begun for all Casters in the entire Eastern Continent, soon the world. It is up to themselves to protect themselves, and each other, from it.

1. Don't play all-powerful. Just don't. 2.All general Gaia and Mogul rules. 3. The only races that I will be accepting are as follows: -Human -Dwarf -Halfling -Half-Elf 4. I will only be accepting powers as follows: -Elemental -Illusion -Weather -Healing -Necromancy -Divination -Mind 5. All powers wil have limitations which I will discuss with you upon PMing me with the profile.
