Cosplaying can vary on the money scale-- Some cost a lot, some cost almost nothing. It also depends on whether you make it yourself, buy the pieces from a bunch of different places, or buy the entire costume online/have it commissioned. The more intricate the costume, the more expensive it usually is.
What was the cosplay you had in mind? Maybe we can point you in the right (and cheap) direction :3

I would say it all depends on who you're doing, for example, if you do L all you need is a pair of blue jeans and a long sleeved white shirt and those can be gotten at discount stores like Wal Mart or K-Mart, on the other hand if you plan on doin something extravagant like a soul reaper or arrancar you have two options, buy the outfit online or at an anime store or make it yourself, either way that will run you a quite a high price tag, trust me I have done L and Captain Urahara, L was cheap and Kisuke I had my sis make

I pretty much buy everything I need from good will or Value village(including fabric). And if they don't have it I go to other thrift stores. I get lots of awesome finds for cosplay there. Also asking family and friends to borrow or have things is always good.
Everything I can't find that way is usually things like dye or zippers. Then I go to fabric depot.

Cosplay can cost a ton if you buy costumes online from stores based in the U.S., around $200 with little to no shipping. Costumes from online stores based in China will cost around $45-50 but will also cost around $45 to ship, so it's a bit cheaper to buy costumes from China.
A slightly cheaper method is to go out and buy clothing items to make minor edits to, and put them togther to make your cosplay.
The cheapest method is probably to make the costume yourself, but depending on fabric costs, it might be cheaper to buy items or buy the costume. I wouldn't reccommend making the costume yourself unless you have a sewing machine, a pattern, and experience with sewing.
Another thing you could do would be to commision a friend to make the costume for you, and that wouldn't cost you shipping, or as much money.
That's just to mention the costume itself. If you need a wig, you're out $30-40 if you want a good quality one and 10-20 if you buy one from a Halloween store.
My best advice is to always keep your eyes peeled for anything in Halloween stores and regular clothing stores that would make your cosplay a little bit easier to make.

Like some others say, it depends on who you're going to cosplay. If your skills are not that good and it's not an easy cosplay then it's best to commision/buy it online. Cheapest way is just buying stuff in stores and make little changes to it, but so far I've only made an Ashley re4 outfit this way ^^;
Also watch out with buying online, the picture they show is not always what it orginal is like.

I agree, when getting one online it's pretty much buyer beware unless you get it from a highly reputable site, and beleive me there are some out there, one thing about buying online is NEVER buy from a person unless you either know them or their reputation

I'd say cosplay in general is an expensive hobby.
But like people have mentioned above, it all depends how complicated the costume of your character is... you can find cheap stuff at Value Village, Salvation Army, etc., so it doesn't have to be expensive.
Basically anyone can cosplay a simple character like L from Death Note... but if you want to pull it off well and do a good cosplay, then you'll have to go through the extra effort of buying wigs, contacts, make-up and the like... (and it helps to actually try to pose like the character and actually act like you are him/her, too)

It all depends who you are going as really. Usually it's cheaper to make your own than to buy it online. I usually look up patterns that look like the outfit and add things as as i go.

It isn't always cheapest to make the costume, as known from experience. The cheapest costumes I can fine are ones that I can buy things at Good Will/Salvation army and modify them at will. I love being able to do things like that. It's a lot faster, too. Depends on what you're making, honestly. The costume I did this year cost approximately 60$ in supplies (the fabric was a good 5-6$ a yard and it's a full robe), feathers were 2-3$ apiece (there's 5 on top), and the trims and things cost about 3$ a piece. The mask. The other fabrics on the face. The gloves, everything. It's just way more satisfying to make it, or help make it (as I do, my mom can sew, I can't even make doll clothes). But I'd recommend starting -NOW- if you plan on doing either. A Second-hand store won't have what you need, and if they don't, KEEP CHECKING BACK. I start looking for stuff at them about 3 months early. And return until they have it. What they have changes almost daily. If you're making it, you can dawdle a bit longer. Not too much, though. What are you doing out of curiosity? I never recommend buying anymore than wigs online. Or supplies, unless you can get someone who can take measurements and make it right from the top.

No.
You just need to pick costumes within your budget and learn to recycle/make due of what's on hand.
Just today I rescued a wig (someone else destroyed it over Halloween and I asked to have it, washed it, repaired some of the missing hair and then restyled it).
Then I rooted around in my closet for black pants and a white dress shirt.
Now I have a Kaworu costume.
Cost to me: 0
Though I would like to get an orange shirt from goodwill (500 yen) and some red contacts to complete the look (2,000 yen)
Final cost: about USD $22
My Kagamine Len threw me past the $200 mark though razz Though the contacts, wig, headset, styling products, wig stand, binder, and man-panties are all reuseable for other costumes (meaning about $100 of that cost was an initial investment in cosplaying in general).

It depends on how you go about it. One of my costumes cost over $100 due to it was last minute and couldn't get stuff on sale.
If you look at second hand store, like Goodwill, you might be able to find stuff that you can modify. Also look through any clothes you may have that might work.
Hair might bring the cost up, depending on how you go about it. If the hair is simple, you could style your own hair and spray on hair color. Cheap wigs are usually not a good idea since they could end up looking really bad. You want a decent wig, usually from a wig store. I managed to pick up a good one for $25 that had natural highlights and synthetic skin on top.
Just keep in mind, look for sales and find places that have good deals for what you need. Nya~

I'm not a very experienced cosplayer myself (though I really want to do an extravagant one at least once). Money and time has always been what has stopped me. I am not saying bad cosplays are inexpensive, but usually really, really amazing ones that are rather notable will cost you well over $100. When you consider a wig, eye contacts, and other details that's where the money starts adding up. Reuse/bargain shop what you can and it shouldn't be too expensive! :3
