I haven't read any announcements about it. Are you sure that they announced that it was coming out. I know they are doing more DLC (Downloadable Content) for number 2 so they probably aren't working on three yet.

Gears of War 3 : TBA 2010

That's all the information they really have about it right now. No solid release date, and it's probably not due out until around Q3 - Q4.

Supposedly it MAY include some RPG Elements, but not certain about that yet. Very little is out about this game so far.
