Check out online stores for general ideas, examine the dresses for their probable construction, then try to find a pattern to match. Or at least a pattern close enough that you can alter it yourself. Or, if you plan on buying the dress, buy it straight from the site.

The Dark Angel is a good place to start, and they have very reasonable prices.

A lot of websites have amazing dresses.
GoodGoth.com has some lovely things, though they're quite expensive, and buying online is always risky, because you don't know how things are going to fit.

If you hae any local alt. clothing shops around, you could always check them out for dresses. My local gothic clothing store has some amazing dresses that could easily be passed off as ball gowns. Or, if all else fails buy a pretty corset and an elegant skirt to match it for a prom ensamble.

If you can sew, then making a dress is possible. Just go to the fabric store, snag a pattern and some pretty fabric, and get sewing! It will be custom made to your body, and will be somthing that you can display proudly as a dress that you made! Or, for a simpler sewing project, check ypur local thrift shops to see if you can find any dresses that could easily be modified to an elegant gothic style.

If you want to take the easiest route with prom dresses, then my advice would be to buy a plain "normal" prom gown, and goth it out with accessories. For my junior prom I wore a plain red prom dress with a black satin waist cincher, a black lace shawl, and pretty black costume jewellery. It looked lovely. =3

For my prom this year I have a skirt with a large bow on the back. it is short in front and long at the back. perfect to wear with a corset. Just as an idea. it might be something for you.(since I don't know if you want to make something yourself)

I personally wouldn't suggust Heavy Red. I have a cincher from them, and it requires multiple repairs nearly every time I wear it. The boning likes to poke through the fabric, and I've had a few problems with the seams as well.

Thier clothing may be pretty to look at, but it's not very durable...

Actually, wne it comes to corsets, Heavy Red is pretty low-end. Most good corsets cost between $150-$350.
However, for lower priced corsets I think that Leg Avenue is alright. I've never bought anything from them, but I have tried on a few of thier corsets at a local alt. clothing store, and prodded around at them to see if they were worth buying. The boning seems very sturdy(and is metal!), and the fabric is much thicker than the fabrics used by Heavy Red. Leg Avenue corsets cost about $50-$75, so they're not overly expensive when compared to other corsets... the horrible PVC-boned corsets from Hot Topic cost about the same as Leg Avenue Corsets. Unfortunately, the corset I tried on didn't fit the contours of my body, so I didn't purchase it. It was so lovely... but it made me look not-so-pretty... crying

I'm not sure what I'm wearing for prom, but I can gurantee that it will be black. It's also good to know, my prom date and I will match.

Just think of what kind of style you want to look for. Like do you want it long, short, or medium length and work from their. Like one days your not buys browse through some catalogs or websites to help you get an idea of what style and such.
I'm having that same problem but I know I want mines to be dark purple.
