i don't think she is. when fin saw them take of their hats they all had gills. i think she is some kind of half fish/half human.

Actually, when she came back in the next season, at the end of the episode she took fin's hand and put it under her hat, and he blushed.

I think she was human, but then the war happened and chemicals in the aftermath caused a strange half-fish, half-human creature to be created. Obviously, this is not very scientific, but I don't know how else to word it.
