Will this be at least uncensored in the English release, given that the Japanese version was rated CERO A (similar to ESRB E) and all previous releases of English Disgaea was rated ESRB T?

No, it's going to stay censored. The Japanese (even with this censor) are much less negative to sexual torture as a society compared to the US. That wedge in the picture is a sexual torture device and in order to keep a Teen rating, or hell, even an M rating if they wanted it, they had to remove it.
