While Normalize can be good as it gives you STAB boosts for every attack you use, I wouldn't use it because then you can't hurt Ghost types and Steel and Rock types could shut you down.

Go for Cute Charm.

So? Do you plan on Toxic-ing all the ghosts, rocks, and steels? Skitty can't take enough hits to kill them all from Poison.

Normalize would make Thunder Wave a Normal type attack, so you could paralyze Ground types, but beyond that, I dunno.
