You didn't answer the person's question. Was it made by Prima, or someone else? Prima has been known to make mistakes in their guides.

I did some googling and nowhere did it it state that Buneary evolves during a certain time of the day. Fansites like Bulbapedia and Serebii just basically said it evolves via happiness.

You have to remember that even guides that are published can have mistakes.

The best and quickest way is to forcefeed it those berries that raise hapPINGAS at the expense of EVs. Once it's at max, give it a Rare Candy to level it up and enjoy your Lopunny.

I just gave the easiest way. You can get it evolved by the end of the day from forcefeeding it the EV-lowering berries.

OP, a lot of people here have given you tips on how to raise happiness. You can either take your time by leveling it up, giving it vitamins, and making sure it faints, etc. or you can do it the quick way by feeding it EV berries. Attaching a Soothe Bell helps as well.
