No, the Bunma series was released prior to Bewere era cutters existing so there's no way it was intentionally designed to be removed with such. I don't know of a glitch to accomplish it either

Is there any way to remove head decorations/hats from items?

Bewere era cutters rely on the items being designed for specific modifications to occur so it really depends on if the item itself was designed for cutter interactions. Of Bewere era cutters the Bewere/Your Angel/Cheshire/The Surgeon (Surgical Sicssors)/Niwamori (Pruning Pinchers) would be the most likely to try with headworn items, of non Bewere era cutters the main one to try would be Princess Less Than Three misplaced clips.

It's possible that some items have parts that can be removed via glitches, but it's really on a case by case basis. In the spoiler are 3 types of items I often use when checking for head-based glitches, however most often if there is an effect it's a full removal rather than partial:

Hood Cutters: there's a few other options out there, and some of them cut different layers from each other
Affects same set of layers: The Librarby/Santa Meowper
Affects same set of layers: Pumpkin Pupil/Galaxy Rebels
Affects same set of layers as Librarby/Meowper but also a few more: Perfect Aim / Blossoming Nightmare

Veil? Cutters: I don't really have a set name for this type of cutter, they're not limited to affecting veils but that tends to be a nice use for them, a good example item to try it out on is the first pose of Gothic Veil.
The 4 items below all mod the the exact same way so unlike the hood cutters where it might be worth trying out one from each section, just need to try one of these to see if it works. Also these can be hidden in frontview by equipping a Hood Cutter.

Did the Kaguyahime legmod note actually use to cut the shoes or is it a typo? Because I just tried it and it only removed the socks.

yeah I'll change that to say socks. I don't believe the shoes ever came off was probably just ended up writing shoes as a shortcut for "affects some feet stuff".

there's no cutter designed to do that. Glitch wise the whole legmod is built into pants layer/s so pants-waist modifying poses affect it, but not in particularly useful/tidy ways ex: Judgemental Nephilim / Under the Stars / Indie Inamorato

I found this out by accident (just now). The Agape scissors remove the second pose horns in Burly Brute.

As Agape/Sketchbook/PrincessClips modifiying hair based poses is very common I rarely include them unless the cutter usage is very unusual ex: mods something that isn't part of a hairstyle/extension. If the item does not have Bewere era cuts I'm much less likely to include it for only having an unusual Agape/Sketchbook/Princessclips mod, though I have written down many such interactions [it's mostly Princess Less Than Three stuff] in case I ever decide to add such.
