This is the Great Fairy of Magic from The Legend of Zelda: Majora's Mask.
The Great Fairies in Majora's Mask have the same in-game model as the ones from Ocarina of Time (OoT) with each one having different colored hair and shaped eyebrows. This Great Fairy rewards Link with the ability to use magic.
*The second ref image is from OoT to show the character design as I was unable to obtain a similar image of the Great Fairy of Magic specifically.
