This is Kaiko, from The Twelve Kingdoms anime.
She is what is called a Nyokai. A nyokai is born before the kirin (Unicorn like creature) that it is supposed to take care of and watch over. Kaiko is Keiki's (Kirin of Kei) Nyokai.
In this specific reference picture is Kaiko holding onto a sword.
Please note I could not find any better working images of this character, and this is pretty much the best i could do with gaia's items.
