The first line of defence against these threats are the numberless armies of the Imperial Guard. The Commissars are disciplinarian political officers who use fear to keep the local soldiery in line, reminding the common troopers that whatever demonic alien horrors await in the mist, they can never inspire the kind of fear that an Imperial Commissar can.
