Oh man it's cold in January, but usually doesn't snow until February, at least from my experience with weather here. What do you plan to do when you come? I don't think they have places where you can rent surf boards if you plan to go surfing... at least I'm not so sure about that.
Oh, I think January might be too cold, but I guess people still do it... as long as it's not snowing. XP
Yea, go to Chiba around the ocean lines. Like areas around Kamogawa in Chiba will have a lot of surfing spots and lots of surfers and surf shops.
