Dissidia Encounter voice question: Who is he talking to!?

Sephiroth's Encounter voice 36 I think? 26 maybe...he says "You're annoying." Who is he talking to and how do you make him say that? I don't remember that AT ALL during the game.

You have to play as Kefka and fight Sephiroth to get him to say, "You're annoying."

He's talking to Kefka.
