I think I'm being hacked into my computer.

You don't, your ISP does.

But I doubt your computer is being hacked into. You're not important enough for the time and effort it would take for someone to actually force their way into your system.

Install protection software, including software to detect and remove infections that would allow people to access your computer.

You may also enable the firewall on your system to keep people on the outside from forcing their way in.

The sticky can help you with most of this. Read it, and do exactly what it says. Afterward, you should be safe.

I have Norton 360, and I've ran multiple scans on my computer with it.
And it's still acting crazy if you will.

One scan with one program is not enough.

Please read the sticky before you assume you've done everything it might suggest.

Also, perhaps you could describe the problems you are having and we can tell you what's really happening, what may be causing it, and how to fix it.

Exactly, why do you think you're being hacked? In the meantime if you want to be paranoid get a firewall such as Comodo Firewall http://personalfirewall.comodo.com/download_firewall.html

Thats bullshit.

121.45.213.23 is mine. Go nuts.

Any person who knows ANYTHING about computers will tell you that you need more then an IP adress.

Especially since most peoples are dynamic, and right now, mine is tracking to a completely different state.
