What was this cartoon called!!

For ages now I've been trying to think of the name of this cartoon (It's from the late 90's I think).
The main thing I can remember is there is a bully who wears a black tshirt with a skull on it called Frank (but his real name is Francis which all the kids tease him about to make to make him mad), I think he had green shorts and a buzz cut. I thought it was something like recess but couldn't find a reference to this character.
Any ideas?

Fosters came later than this and I never watched it so I know it's not that. I'm still unconvinced it's recess, I want for another trawl through several sites and there's no mention of him at all, even places where they liste the names of the kindergarten class!! Also one of the regular minor characters was called francis (the hustler kid) so I didn't think they'd use the name twice.

That kinda sounds like Toy Story eek . They DID make a rather crappy cartoon adaptation, or so I heard. But it could also be Recess. Hmmm... you know, I just thought of that bully character from The Replacements. Weird.

Sweet Zombie Jesus, that's it, I'd complety forgotton about that series (except for the bully obviously), probably because it was Macaulay Culkin. I was thinking recess because evertime I thought of the bully i thought of the name Detweiler which was the lead kid in recess, the bully was called Frankie Dutweiler.
